
The conference was attended by more than 30 Ministers, Deputy Ministers, along with Ambassadors and Heads of Delegations from 80 Non-Aligned Movement (NAM) member countries, observer countries, and international and regional organizations. Ambassador Pham Hai Anh, Director of the Department of International Organizations, Ministry of Foreign Affairs, led the Vietnamese delegation to the conference.
In his opening speech, Ugandan President Yoweri Kaguta Museveni highly appreciated the historic achievements of the Movement, and called for protecting the neutral stance of the KLK in the current complex international context, strengthening solidarity, supporting each other, acting for common prosperity, prioritizing the exploitation of cooperation opportunities, especially in the fields of trade, investment, and tourism; and at the same time condemning acts of hegemony, political imposition, or intervention.
Most countries focused on promoting the core principles of the KLK, supporting the movement to have a more unified and important voice on major issues of the world today, while affirming the need to reform the method of operation to increase efficiency.
Speaking at the conference, Ambassador Pham Hai Anh said that competition between major countries, prolonged conflicts, inequality in trade and financial systems, climate change and the increasing digital divide are putting many developing countries, members of the ASEAN, at risk of falling behind. Mr. Pham Hai Anh said that to protect multilateralism and promote cooperation for common prosperity, it is necessary to adhere to the basic principles of the ASEAN.
The head of the Vietnamese delegation called on the KLK to strengthen solidarity, innovate methods, improve operational efficiency, and promote South-South cooperation; at the same time, it is necessary to have a common stance in global governance, especially on reforming the United Nations, implementing the 2030 Agenda for Sustainable Development, climate action, reforming the global trade and financial system, and governing emerging technologies.
Emphasizing that Vietnam always unites and supports ASEAN members for the common benefit, the Head of the Vietnamese delegation highlighted the unity of the Association of Southeast Asian Nations (ASEAN) in maintaining and promoting peace, security, stability, safety and freedom of navigation and aviation in the East Sea, as well as resolving disputes by peaceful means on the basis of principles of international law, including the 1982 United Nations Convention on the Law of the Sea (UNCLOS).
Regarding international issues, Vietnam welcomed the agreement between Israel and the Hamas armed Islamic movement to end the conflict in the Gaza Strip, highly appreciated the mediation efforts of the parties involved, and called for compliance with the agreement, towards a two-state solution and sustainable peace in the region. The head of the Vietnamese delegation reaffirmed its support for the Cuban people and called for an end to the embargo against Cuba.
The head of the Vietnamese delegation affirmed Vietnam's commitment to making more active and substantive contributions to multilateral cooperation, especially by hosting the signing ceremony of the United Nations Convention against Cybercrime in Hanoi at the end of October 2025 and assuming the role of Chair of the Review Conference of the Treaty on the Non-Proliferation of Nuclear Weapons (NPT) in 2026, and hoped to continue to receive support and cooperation from Non-Aligned member countries in these events and processes. On this occasion, Mr. Pham Hai Anh sincerely thanked the Non-Aligned member countries for their trust in re-electing Vietnam as a member of the United Nations Human Rights Council for the 2026-2028 term.
KLK was established in 1961, on the basis of the Bandung Declaration of 1955. From 25 initial member countries, KLK has now become a broad group of 121 countries, affirming the desire to unite against colonialism, fight for peace, national independence, and peaceful coexistence among nations.
