The leader of the Ministry of Foreign Affairs emphasized this when answering the press about the results of Prime Minister Pham Minh Chinh's working trip to attend the COP 28 Conference, conduct a number of bilateral activities in the United Arab Emirates (UAE) and pay an official visit to Turkey, from November 28 to December 3, 2023.
Analyzing the significance, results and highlights of the working trip; the partners' assessment of Vietnam's participation and contribution, the Deputy Minister said that after 5 days of continuous and effective activities, Prime Minister Pham Minh Chinh and the Vietnamese high-ranking delegation successfully concluded the working trip, achieving all the set goals and tasks.
The role, position and stature of the country after nearly 40 years of renovation
The Deputy Minister said that this year's COP 28 is considered the largest COP in history, with the participation of nearly 140 senior leaders and about 90,000 delegates. The Prime Minister's direct attendance at the Conference is extremely important and is highly appreciated by the host country and the international community.
The participation and contributions of our delegation, especially the Prime Minister's speech at the World Climate Action Summit or chairing high-level multilateral events, have conveyed important messages about Vietnam's viewpoints and policies on socio-economic development and international integration set out in the documents of the 13th National Party Congress. This is also a concrete step contributing to the implementation of Directive 25 of the Secretariat on promoting and elevating multilateral diplomacy to 2030, and Vietnam's major strategies, projects and plans on climate change response.

The participation of the Prime Minister and the Vietnamese delegation at the Conference demonstrated the role, position and stature of the country after nearly 40 years of renovation. In front of international friends, we have highlighted Vietnam's responsibility and commitment to participating in handling one of the biggest global challenges today: climate change. Specifically, by highlighting 12 major, comprehensive measures that Vietnam has implemented since COP 26 to reduce greenhouse gas emissions while ensuring energy autonomy and security, people's interests as well as economic development goals.
Notably, the Prime Minister announced the Resource Mobilization Plan for the implementation of the Just Energy Transition Partnership (JETP), attracting high interest and commitment of support from countries and international organizations. Our delegation also participated in a number of new multilateral cooperation initiatives to open up new and potential cooperation opportunities in the field of energy transition and green growth.

Signing 31 important cooperation agreements
For Türkiye and the UAE, the Prime Minister has had a dense program of activities, with substantial content and rich forms, achieving very specific results in both bilateral and multilateral frameworks. Ministries, branches and localities also carried out dozens of important activities with partners in the two countries.
For Türkiye, the Prime Minister's visit this time is a breakthrough in the relationship between the two countries. The Prime Minister held talks and met with the highest-ranking leaders, including the President, Vice President and Speaker of the National Assembly, and received ministers in charge of economy, finance, industry, technology and chairmen of large corporations and enterprises in Türkiye.
The Prime Minister and Turkish leaders agreed on many important measures to enhance the effectiveness of cooperation between the two countries, including promoting the early opening of the Turkish Consulate General in Ho Chi Minh City, opening the door to key export items and agricultural products of each country, aiming to soon bring bilateral trade turnover to 4-5 billion USD in the near future.
In particular, the two countries' senior leaders discussed for the first time the possibility of upgrading the relationship to a new partnership framework, creating conditions to deepen and effectively develop the friendship and cooperation between Vietnam and Turkey, including moving towards starting negotiations on a Free Trade Agreement between the two countries. This is a strong breakthrough in the cooperation mechanism, demonstrating the determination of the two sides' leaders in consolidating and strengthening the relationship between the two countries.

Another special feature of the Prime Minister's official visit to Türkiye is that for the first time, the two sides issued a Joint Statement setting out major and important directions, as well as identifying specific areas to expand cooperation, aiming to upgrade relations to a new level in the coming time.
In the UAE, following the meeting with the UAE President on the occasion of attending the ASEAN-GCC Summit (October 2023), Prime Minister Pham Minh Chinh met with the Prime Minister and Vice President, Crown Prince of Dubai, received the UAE Minister of Human Resources, Director of the Abu Dhabi Energy Authority...
UAE leaders affirmed their desire to promote friendship and multifaceted cooperation with Vietnam, especially in the fields of trade, investment, science and technology, and human resource development. The two sides agreed on a number of specific measures to further promote effective cooperation, such as accelerating negotiations and early signing of the Comprehensive Economic Partnership Agreement (CEPA), soon increasing trade turnover to 10 billion USD in the coming years; as well as supporting Vietnam in developing the Halal industry, promoting cooperation in green growth, digital transformation, innovation, building financial centers, logistics, sports, etc.
The Prime Minister received many leaders of leading corporations and investment funds from Türkiye and the UAE, attended and spoke at Business Forums held with the participation of nearly 200 businesses in each country. During the discussion, Turkish and UAE businesses highly appreciated the potential for cooperation and policies to attract investment and business in Vietnam, affirming their desire for long-term commitment and expansion of investment and business activities in Vietnam.
During the visit, Vietnamese ministries, sectors, localities and enterprises signed 31 important cooperation agreements with UAE, Turkish and international partners in the fields of security, agriculture, civil aviation, human resources, digital transformation, seaports, etc., contributing to perfecting the legal framework for future cooperation.

Appreciate Vietnam's commitment and spirit of "saying is doing"
According to Deputy Minister Do Hung Viet, Vietnam's messages, determination and strong actions have been welcomed and highly appreciated by the international community.
Regarding the global issue of climate change, Vietnam reaffirms its efforts to join hands with the international community in responding to climate change. We not only demonstrate our commitment through words but also take very specific actions to implement those commitments.
Within the framework of COP28, Prime Minister Pham Minh Chinh delivered very important speeches at various forums, in which the main message sent to the international community was to turn commitments from previous Conferences into concrete actions.
The Prime Minister also shared about the things Vietnam has done to demonstrate that Vietnam is truly determined and has resolutely and effectively implemented actions; at the same time, he emphasized the need for developed countries to support developing countries in terms of finance, technology, human resource training and governance capacity to have an effective and sustainable green transition, without sacrificing economic growth for this process.
At the meetings, the partners highly appreciated Vietnam's socio-economic development achievements, showing their respect for Vietnam's position, role and active voice in international cooperation to address the climate crisis. The countries also highly appreciated Vietnam's commitment and spirit of "saying is doing".
Vietnam has been repeatedly mentioned as a successful model that needs to be replicated in responding to climate change. Many countries have affirmed that they will support and accompany Vietnam in energy transition and improving adaptation capacity, thereby contributing to promoting green growth efforts of Vietnam in particular and the international community in general.
At the bilateral meetings, senior leaders of Türkiye and the UAE highly appreciated the visit and the practical and effective activities of the Prime Minister and our delegation; affirmed that they consider Vietnam a leading partner, holding a particularly important position in ASEAN and wish to promote friendly relations and multifaceted cooperation with Vietnam in all fields, especially trade, investment, science - technology, aviation, human resource development, etc.
For partners in the Middle East, the Prime Minister's two visits to the region within two months sends a message about Vietnam's interest and priority in developing relations with these potential partners. The Middle East is both a market that can expand economic cooperation and export of Vietnamese goods, and a source of attracting huge investment capital from large corporations and investment funds. Proactively strengthening relations with countries in the Middle East has practical significance in opening new markets, attracting investment and new resources to serve Vietnam's development in the coming time.
