According to the tourism system planning for the 2021-2030 period, with a vision to 2045, the general goal of the planning by 2025 is for Vietnam to become an attractive destination with high tourism development capacity in the world .

Deputy Prime Minister Tran Hong Ha signed Decision 509/QD-TTg dated June 13, 2024 approving the Tourism System Planning for the 2021-2030 period, with a vision to 2045.

The general goal of the planning by 2025 is for Vietnam to become an attractive destination with high tourism development capacity in the world.

By 2030, tourism will truly become a spearhead economic sector, developing towards green growth; becoming a destination with the world's leading development capacity.

Regarding product development orientation, the plan clearly states that in the coming time, we will optimally exploit marine and island tourism resources to develop tourism products that can compete with other countries in the region in terms of marine resorts, marine ecology and cruise tourism. Develop high-end marine resort centers with strong brands in the international market.

Promoting regional cultural values as the foundation for building tourism products associated with heritage, festivals, sightseeing and learning about lifestyles and cuisine; connecting Vietnamese heritages with countries in the region and the world; effectively linking tourism with cultural industries.

Develop ecotourism products based on advantages of natural resources, especially in world biosphere reserves, national parks, nature reserves and marine reserves; attach importance to developing ecotourism in mangrove forests, garden ecology, cave ecology, rivers and lakes.

Developing tourism products associated with central cities: Hanoi Capital, Ho Chi Minh City, Da Nang, Hai Phong, Can Tho; special cities, such as: Heritage City of Hoi An (Quang Nam), Hue (Thua Thien Hue); key cities for tourism development, such as: Sa Pa (Lao Cai), Ha Long (Quang Ninh), Nha Trang (Khanh Hoa), Da Lat (Lam Dong), Phan Thiet (Binh Thuan), Phu Quoc (Kien Giang); focusing on linking tourism with cultural industry and developing the night-time economy.

In addition, develop new types of tourism in the direction of diversifying products in line with new market trends: Tourism combining medical treatment, health care and aesthetics; agricultural and rural tourism; sports tourism, adventure sports; conference, seminar and event tourism (MICE); educational tourism; cruise tourism; industrial tourism.

Develop unique and outstanding regional tourism products; form regional tourism products and build regional tourism brands on the basis of strengthening regional connectivity.
