The conference, co-organized by the Thai Ministry of Foreign Affairs and the United Nations Office on Drugs and Crime (UNODC), is a continuation of recent regional efforts related to the topic of combating online fraud, including the signing ceremony of the United Nations Convention against Cybercrime (the Convention) held in Hanoi on October 25-26.
The conference was attended by more than 40 delegations from United Nations member states, comprising over 300 delegates, experts, researchers in the field of combating high-tech crime, and representatives from relevant international organizations and non- governmental organizations.
In a recorded message to the Conference, United Nations Secretary-General António Guterres emphasized that online fraud is eroding trust, undermining the rule of law, and fueling other dangerous crimes such as human trafficking and money laundering. He also called on UN member states to strengthen cooperation and expedite the procedures related to the signing of the Hanoi Convention.

The representative of the UN High Commissioner for Human Rights suggested that measures are needed to protect victims of exploitation working in fraudulent centers. The UNODC representative affirmed that UN agencies will continue to work alongside countries in combating online fraud and encouraged substantive exchanges, working towards a global summit on fraud to be held in March 2026.
Speaking at the conference, participating countries emphasized the need to strengthen international cooperation in combating online fraud, which is becoming a global challenge with increasingly complex developments and expanding scale. They called on countries to work together to build a global partnership against online fraud to share experiences and information, and to jointly plan more effective coordinated efforts to prevent, investigate, prosecute online fraud crimes, and protect victims.

Speaking at the High-Level Discussion Session, Deputy Minister Le Anh Tuan highly appreciated Thailand's initiative, viewing it as a measure contributing to the implementation of the cooperation mechanism under the Hanoi Convention; he shared that online fraud currently accounts for a large proportion of cybercrime cases in Vietnam, and suggested that countries strengthen international cooperation in combating cybercrime on the basis of international law; he also proposed that countries enhance information sharing, especially electronic evidence, as well as closely coordinate with directly relevant international organizations such as UNODC and Interpol.
On the sidelines of the conference, Deputy Minister Le Anh Tuan met with the heads of delegations from Laos, Cuba, the Philippines, Poland, and other countries. The Deputy Minister thanked the countries for sending delegations to attend and directly sign the Convention in Hanoi and discussed prospects for bilateral cooperation, including issues related to digital transformation and the digital economy.
