Thailand hosts the Global Partnership Against Online Fraud International Conference.

Deputy Minister of Foreign Affairs Le Anh Tuan represented Vietnam at the Global Partnership Against Online Fraud international conference, which opened in Bangkok, Thailand.

On December 17th, the Global Partnership Against Online Fraud international conference opened in Bangkok, Thailand.

The event was co-organized by the Thai Ministry of Foreign Affairs and the United Nations Office on Drugs and Crime (UNODC).

Deputy Minister of Foreign Affairs Le Anh Tuan represented Vietnam at the conference.

UN Secretary-General Antonio Guterres and UN High Commissioner for Human Rights Volker Turk delivered video addresses to the conference.

According to the Vietnam News Agency correspondent in Bangkok, in his opening remarks at the conference, Thai Foreign Minister Sihasak Phuangketkeow said the conference aimed to strengthen the fight against cybercrime and raise public awareness internationally. Thailand is proud to be one of the countries that signed the United Nations Convention against Cybercrime (Hanoi Convention) in Hanoi in October this year, reflecting Bangkok's strong commitment to strengthening global cooperation against cybercrime.

Thailand's Foreign Minister acknowledged that when countries act individually, they can only catch small fish, while the big fish—large criminal networks—continue to operate across borders. Dismantling these networks requires a platform that allows countries to leverage their strengths, share intelligence, and act more collaboratively.

Therefore, this conference is designed as a practical multilateral platform where like-minded nations, international organizations, and the private sector can learn from each other, adjust their approaches, and move from discussion to action. Thailand hopes this conference will lead to the establishment of a global partnership against online fraud.

Delphine Schantz, UNOCD representative for Southeast Asia and the Pacific, highlighted the losses caused by online fraud and the challenges in addressing this global threat, emphasizing the importance of the conference in raising awareness of this complex, constantly evolving, and globalized threat of organized crime and the growing determination to find common solutions.

As the fifth national representative to speak in the morning session on December 17, Deputy Minister of Foreign Affairs Le Anh Tuan stated that Vietnam highly appreciates the organization of the conference as well as all other current international initiatives aimed at strengthening cooperation in combating online fraud towards the implementation of the Hanoi Convention.

He emphasized that combating cybercrime and online fraud has become a top priority on the agenda of the Association of Southeast Asian Nations (ASEAN) across all three pillars of the Community, noting that the Vientiane Declaration on Enhancing Law Enforcement Cooperation Against Online Employment Fraud (2024) and the ASEAN Declaration on Combating Cybercrime and Online Fraud (2025) reaffirm ASEAN's collective commitment and strengthen joint actions to combat the growing threat of cybercrime and online fraud in Southeast Asia.

Deputy Minister Le Anh Tuan stated that the Vietnamese delegation acknowledged the Joint Statement of the Global Partnership Against Online Fraud, which calls on governments, the business sector, academia, and key international and regional organizations, including UNODC, the International Criminal Police Organization (Interpol), and the Financial Action Task Force (FATF), to strengthen and coordinate their efforts.

Furthermore, Vietnam emphasizes the importance of sharing information, intelligence, and evidence quickly and effectively, including electronic evidence, to support the prevention, deterrence, investigation, and prosecution of online fraud and related crimes.

In addition to presentations from over 20 participating countries, the two-day conference will focus on discussions regarding prosecution, protection, law enforcement, and artificial intelligence (AI) technology in the field of combating online fraud.

The results of the two days of discussions will be presented at the Global Anti-Fraud Summit convened by UNODC and Interpol in Vienna, Austria, in March 2026, with the support of the United Kingdom and the Global Anti-Fraud Alliance.
