Vietnam - Sweden signed a strategic cooperation agreement on science and technology, innovation and digital transformation

On June 13, 2025, within the framework of Prime Minister Pham Minh Chinh's official visit to the Kingdom of Sweden, Minister of Science and Technology Nguyen Manh Hung signed a Strategic Cooperation Agreement on (Science, Technology, Innovation and Digital Transformation) with the Swedish Minister of Education and Research.

The signing ceremony took place under the witness of Prime Minister Pham Minh Chinh and Swedish Prime Minister Ulf Hjalmar Ed Kristersson, marking a new step forward in bilateral cooperation.

Previously, on June 12, 2025, Minister Nguyen Manh Hung had a bilateral meeting with Deputy Minister of Education and Research of Sweden Maria Nilsson. At the meeting, the Minister emphasized the long-standing traditional cooperative relationship between Vietnam and Sweden, and expressed his appreciation for the valuable support of the Swedish people for Vietnam during difficult times. The two sides discussed the research and development management model of each country, seeking opportunities for deeper cooperation.

Deputy Minister Maria Nilsson was impressed with the new organizational structure of the Vietnamese Ministry of Science and Technology , which consolidates the fields of science and technology, innovation, information and communication technology (ICT), and digital transformation into one management agency. She assessed this as a superior model, helping to comprehensively manage the science and technology ecosystem, something that the Swedish state management model has not yet been able to do. Ms. Nilsson also shared about Sweden's strategy in promoting innovation through a tripartite cooperation model between the State, businesses, and academia, while emphasizing the autonomy of universities in research and the role of management agencies in creating a favorable environment.

The two sides agreed to strengthen the bridging role of the two ministries to promote cooperation between universities and research institutes of Vietnam and Sweden. The cooperation contents include academic sharing, joint research implementation, training program development, and student exchange. At the same time, the two ministries will soon establish a Joint Working Group to concretize cooperation plans within the framework of the recently signed Strategic Agreement.

The cooperation agreement focuses on four main contents: participation in seminars, conferences and thematic programs on topics of mutual interest; facilitating access to research infrastructure, technology, materials and equipment; promoting the exchange and rotation of experts; implementing other forms of joint cooperation. These activities aim to enhance research capacity, technology application, and deepen the Vietnam - Sweden cooperation relationship.

The working session and the signing ceremony affirmed Vietnam's commitment to promoting international cooperation in science and technology, innovation and digital transformation, while opening up opportunities for the two countries to exploit potential, share experiences, and contribute to global sustainable development goals.
