On September 30, in the capital Ulan Bator, General Secretary and President To Lam had a small meeting and an official meeting with Mongolian President Ukhnaagiin Khurelsukh. President Ukhnaagiin Khurelsukh said that this is a historic visit that contributes significantly to promoting Vietnam-Mongolia relations. The President highly appreciated the flexible, balanced, multilateral, and diversified foreign policy and expressed his deep impression of the country and people of Vietnam through his visit to Vietnam in November 2023. Mongolia attaches importance to its relationship with Vietnam - one of the leading important partners in the region.

On this occasion, President Ukhnaagiin Khurelsukh thanked Vietnam for providing 500,000 USD to overcome the recent natural disasters. The President reiterated that the Intergovernmental Committee will meet in November 2024 in Hanoi and will discuss measures to implement the Vietnam-Mongolia Joint Statement on establishing a Comprehensive Partnership. General Secretary and President To Lam thanked President Ukhnaagiin Khurelsukh, the State and people of Mongolia for their warm, respectful and thoughtful reception. The Vietnamese leaders wished Mongolia success in implementing the "New Recovery Policy" and the strategic goals of "Vision 2050", thereby contributing to enhancing Mongolia's international role and position.

In an atmosphere of trust, sincerity and openness, the two leaders were pleased with the strong, substantive and effective development of the traditional friendship between the two countries in recent years. The two leaders had in-depth discussions and reached important common perceptions on major directions and specific measures to implement the agreements of the high-ranking leaders. In particular, defense and security cooperation is a pillar, contributing to bringing the relationship between the two countries to a level commensurate with the new framework of relations. The two sides agreed to increase exchanges, contacts, and delegations at high and all levels in diverse and flexible forms; effectively implement the existing cooperation and dialogue mechanisms. Vietnam and Mongolia will further promote cooperation in diplomacy, defense, security, and justice; strengthen coordination in preventing transnational crimes and participating in United Nations peacekeeping operations; and continue to support the development of cavalry - a symbol of the relationship between the two countries.

The two sides agreed to promote economic cooperation to develop substantially, effectively and in accordance with the needs of each side; maintain the bilateral economic cooperation mechanism, including the Intergovernmental Committee on Economic, Trade, Scientific and Technical Cooperation. Strengthen trade promotion, connect businesses of the two countries, thereby contributing to increasing bilateral trade turnover between Vietnam and Mongolia. The two countries will also support information, mechanisms and policies to promote the import and export of goods and services of each country to easily access each other's markets, especially the strengths of each country; agree to support policies and encourage businesses to invest in areas of strength, economic zones and industries. The two countries' senior leaders agreed to strengthen cooperation in research and development of high-tech science, digital technology, innovation, artificial intelligence technology, information and communication, climate change response, mineral exploitation and livestock farming. The two sides will work together to find solutions to overcome difficulties and challenges in logistics transportation; exchange experiences and effectively implement signed cooperation agreements.

The two sides continued to promote the establishment of a mechanism for the exchange of experts, lecturers, students, and student exchanges between the two countries; increased the exchange of experiences on the mechanisms and policies of education between the two sides, and the application of digital technology in education. In addition, they increased exchanges and promotion of each country's culture and history, promoted the exchange of cultural and artistic delegations; promoted the potential and strengths of tourism between the two sides, promoted local cooperation and people-to-people exchanges between the two countries; and closely cooperated in protecting citizens. The two leaders discussed the world and regional situation; highly appreciated Vietnam's flexible "bamboo diplomacy" policy; agreed to continue to strengthen close cooperation, regularly exchange on regional security and political issues, and international situations of mutual concern...

The two leaders also affirmed the importance of ensuring peace, security, safety and freedom of navigation and aviation in the East Sea, maintaining a peaceful, stable environment, legal order and resolving disputes at sea by peaceful means.... At the end of the talks, General Secretary and President To Lam and President of Mongolia Ukhnaagiin Khurelsukh issued a Joint Statement between Vietnam and Mongolia on establishing a Comprehensive Partnership to guide the deep trust and cooperation between the two countries in all fields to become increasingly deeper, more substantial, effective and comprehensive. General Secretary and President To Lam respectfully invited President Ukhnaagiin Khurelsukh to visit Vietnam. President Ukhnaagiin Khurelsukh thanked and happily accepted the invitation.
