Under the leadership and guidance of the Provincial Party Committee, the Provincial People's Council, and the Provincial People's Committee, the number and quality of intellectuals in the province have continuously increased rapidly over the years. They play a core role in the creative labor movement, applying scientific and technological advancements, and promoting initiatives and technical improvements. The province's intellectuals have contributed their efforts and intellect to the successful implementation of the province's socio -economic development goals. Currently, the Provincial Union of Science and Technology Associations has 27 member associations with over 514,700 members. Annually, the Union proactively coordinates with departments and agencies to organize 23 consultative and review workshops and 25 advisory and review councils for projects and programs in various fields. However, the proportion of intellectuals gathered in the member organizations of the Provincial Union of Science and Technology Associations is still not high. The province lacks leading researchers and experts in various fields. The contribution of intellectuals to the province's key socio-economic development programs is still not up to par with the requirements.

Based on a review and comparison of established standards, the Provincial Union of Science and Technology Associations, in coordination with relevant agencies, compiled and unanimously selected 111 intellectual delegates recognized with academic titles and degrees to be honored at the conference. This included 36 intellectuals in the healthcare sector, 16 in the education sector, and 59 in other fields. The intellectual delegates attending the conference expressed their joy and excitement at the attention and support provided by the Party committees, government, departments, and organizations in the province; and also expressed their desire to continue contributing their efforts and intellect to the development of their homeland and country.

Speaking at the conference, the Vice Chairman of the Provincial People's Committee acknowledged and praised the contributions of intellectuals and scientists to the province's development. He emphasized that science, technology, innovation, and digital transformation are becoming important driving forces for growth and enhancing competitiveness. In recent times, research, application, and transfer of science and technology in the province have seen many positive changes, closely linked to the requirements of socio-economic development. In the future, the province will continue to create favorable conditions for research, application of technology, and innovation.
The comrade urged the intellectual community to continue to leverage their intellect, promote research and application of science and technology, contributing to improved productivity and product quality, and fostering industrialization and modernization. At the same time, the Provincial Union of Science and Technology Associations needs to strengthen coordination with departments and agencies, attracting and promoting the role of intellectuals in research, policy making, and the practical application of science and technology. At the conference, 111 intellectual delegates who were recognized with academic titles and degrees were presented with flowers and tokens of honor.
