With a spirit of unity, innovation, and aspiration for progress, the Party Committee, government, and people of Vinh Hoa commune have achieved many important accomplishments in all fields during the 2020-2025 term. These results are a solid foundation for Vinh Hoa to enter the new term with a longer-term vision, higher determination, and the goal of sustainable development.

Comprehensive socio -economic development

During the 2020-2025 term, the Executive Committee of the Vinh Hoa Commune Party Committee led the implementation of the resolution, achieving and exceeding the set targets, creating a strong mark in socio-economic development. This is the result of the decisive leadership and direction of the Party committee, the involvement of the entire political system, and the consensus and joint efforts of the people.

According to Nguyen Hong Phong, Secretary of the Vinh Hoa Commune Party Committee, implementing the resolution of the Commune Party Congress amidst a mix of advantages, difficulties, and challenges, the Party Committee, military, and people of the commune have strived and made efforts to basically complete the targets and tasks set out in the resolution for the 2020-2025 term. Party building and the political system have continued to be strengthened and systematized. The effectiveness and efficiency of government management and administration, as well as the activities of the Fatherland Front and other mass organizations, have continued to improve.

The commune's economy maintained a relatively high growth rate, with a positive shift in economic structure, in line with the commune's actual conditions. The commune's Party Committee focused on mobilizing resources, investing in and developing potential and advantageous sectors. The new rural development program achieved many positive results, and the rural landscape improved significantly. The material and spiritual lives of the people were enhanced. Education, training, culture, healthcare, and disease prevention and control were implemented more effectively. National defense and security were strengthened; political security, order, and social safety were ensured in the area.

During the period 2020-2025, the total production value (at 2010 constant prices) of Vinh Hoa reached over 4,200 billion VND, of which the agriculture, forestry, and fisheries sector accounted for over 2,900 billion VND, small-scale industries and construction over 1,290 billion VND; and trade and services (at current prices) over 5,100 billion VND. Socio-economic infrastructure, especially transportation infrastructure, is being gradually and comprehensively invested in.

Administrative reform and digital transformation have seen positive progress. Policies on social security, labor, and employment have been vigorously implemented, creating conditions for the poor and vulnerable to have full access to basic social services. During the past term, the average per capita income of the commune reached 70 million VND/year, exceeding the resolution's target by 17.3%, and increasing by 10 million VND compared to the beginning of the term. To date, the poverty rate according to the multidimensional standard has decreased to 3.06%, and the number of near-poor households is 2.39%. The quality of education and training has been continuously improved; and the preservation and promotion of cultural heritage have been strengthened.

4 key tasks, 3 breakthroughs

For the 2025-2030 term, with a new stature and greater development potential, the Party Committee of Vinh Hoa commune will focus on implementing four key tasks. Continuing to implement Resolution No. 60-NQ/TW, dated April 12, 2025, of the 11th Conference of the Central Committee of the 13th Party Congress, the commune will focus on successfully transitioning to a two-tiered local government model; strengthening the building of a clean, strong, streamlined, effective, and efficient Party Committee and political system.

Vinh Hoa is determined to build a commune that meets national criteria for a modern new rural area; to promote digital transformation and develop the private economy; to focus on economic development and transform the growth model towards a science and technology-based approach, improving efficiency and increasing value. Simultaneously, it will strengthen state management in the area according to regulations, focusing on land, resources, environment, and construction; improve the quality of education, foster cultural development, and ensure social security. It will also strengthen national defense and security, ensuring social order and safety.

Comrade Nguyen Hong Phong stated that the Party Committee of the commune will be determined to implement three breakthroughs. Firstly, mobilizing resources to invest in the construction of transportation and irrigation infrastructure; developing construction and service industries to attract investors to the new urban area, commercial center, traditional markets, and agricultural processing facilities. Secondly, shifting the economic structure towards gradually increasing the proportion of small-scale industries, trade, and services; restructuring agricultural production towards modern, clean, organic, and high-quality production; developing the collective economy, OCOP products, and participating in the sustainable development project of 1 million hectares of high-quality, low-emission rice cultivation associated with green growth in the Mekong Delta by 2030. Thirdly, continuing to consolidate and improve the quality of cadres, civil servants, and leaders to meet future task requirements; and promoting the application of science and technology in building a digital government.

Vinh Hoa commune was established by merging four communes: Vinh Hoa, Thanh Yen A, Thanh Yen, and Hoa Chanh. It has a natural area of ​​146.23 km2 and a population of 51,651 people, residing in 29 hamlets. Currently, the commune's Party Committee has 57 subordinate Party branches and committees, with 1,251 Party members.
