Vinh Hoa unites and steps firmly into the new term

With the spirit of solidarity, innovation and aspiration to rise up, the Party Committee, government and people of Vinh Hoa commune have achieved many important achievements in all fields during the 2020 - 2025 term. These results are a solid foundation for Vinh Hoa to enter the new term with a longer-term vision, higher determination and sustainable development goals.

Comprehensive socio -economic development

In the 2020 - 2025 term, the Party Executive Committee of Vinh Hoa commune led the implementation of the resolution's targets and exceeded them, creating a strong mark in socio-economic development. This is the result of the strong leadership and direction of the Party Committee, the participation of the entire political system and the consensus and cooperation of the people.

According to Secretary of Vinh Hoa Commune Party Committee Nguyen Hong Phong, implementing the resolution of the Commune Party Congress in the context of intertwined advantages, difficulties and challenges, the Party Committee, army and people in the commune have tried, made efforts and strived to basically complete the targets and tasks set out in the resolution for the 2020-2025 term. The work of Party building and the political system continued to be promoted and put into order. The effectiveness and efficiency of management and administration of the government, the activities of the Fatherland Front and mass organizations continued to be improved.

The commune's economy maintained a good growth rate, the economic structure shifted positively, in accordance with the actual conditions of the commune. The commune Party Committee focused on mobilizing resources, investing in exploiting and promoting potential and advantageous fields. The work of building new rural areas achieved many positive results, the appearance of the countryside improved a lot. The material and spiritual life of the people was improved. Education, training, culture, health, disease prevention and control were implemented more effectively. National defense and security were consolidated and enhanced; ensuring political security, order and social safety in the area.

In the period of 2020 - 2025, the total production value (2010 comparable price) of Vinh Hoa will reach more than 4,200 billion VND, of which the agriculture, forestry and fishery sector will reach more than 2,900 billion VND, small-scale industry and construction will reach more than 1,290 billion VND; trade and services (current price) will reach more than 5,100 billion VND. Socio-economic infrastructure, especially transport infrastructure, will be gradually invested synchronously.

Administrative reform and digital transformation have had positive changes. Policies on social security, labor and employment have been strongly implemented, creating conditions for the poor and disadvantaged to fully access basic social services. During the last term, the average income per capita of the commune reached 70 million VND/year, exceeding the resolution target by 17.3%, an increase of 10 million VND compared to the beginning of the term. Up to now, the multidimensional poverty rate has decreased to 3.06%, the number of near-poor households is 2.39%. The quality of education and training has been increasingly improved; the work of preserving and promoting cultural heritage has been strengthened.

During the past term, the Party Committee of the commune paid attention to leading and directing the serious implementation of the Party's inspection, supervision and discipline work; preventing and combating corruption, waste and negativity. The work of cadres was carried out publicly, democratically, within the authority and in accordance with regulations. The work of mass mobilization, grasping the ideological situation and public opinion has made much progress; timely directing and orienting public opinion, contributing to consolidating the trust of cadres, party members and people, enhancing solidarity and unity within the Party and consensus in society.

Comrade Nguyen Hong Phong affirmed: “The results achieved in the past term are an important foundation for Vinh Hoa to enter a new stage of comprehensive and sustainable development. The biggest goal is to improve the material and spiritual life of the people; promote the strength of solidarity, arouse the creativity and volunteerism of each person, join hands with the Party Committee of the commune to build a rich and civilized homeland”.

4 key tasks, 3 breakthroughs

In the 2025 - 2030 term, with a new stature and larger development space, Vinh Hoa Commune Party Committee focuses on implementing 4 key tasks. Continuing to implement Resolution No. 60-NQ/TW, dated April 12, 2025, the 11th Conference of the 13th Party Central Committee, the commune will focus on well implementing the transition to a 2-level local government model; strengthening the building of a clean, strong, streamlined Party Committee and political system that operates effectively and efficiently.

Vinh Hoa is determined to build a commune that meets national criteria for modern new rural areas; promote digital transformation, develop the private economy; focus on economic development, transform the growth model towards relying on modern science and technology, improve efficiency and increase value. At the same time, strengthen state management in the area according to regulations, focusing on the fields of land, resources, environment, and construction; improve the quality of education, care for cultural development and ensure social security. Strengthen national defense and security, ensure social order and safety.

Comrade Nguyen Hong Phong said that the Party Committee of the commune will be determined to carry out three breakthroughs. First, mobilize resources to invest in building a system of transport infrastructure and irrigation infrastructure; develop construction and service industries to attract investors to new urban areas, commercial centers, traditional markets and agricultural processing facilities. Second, shift the economic structure towards gradually increasing the proportion of small-scale industry, trade and services; restructure agricultural production towards modernity, cleanliness, organicity and high quality; develop collective economy, OCOP products and participate in the sustainable development project of 1 million hectares of high-quality and low-emission rice cultivation associated with green growth in the Mekong Delta by 2030. Third, continue to improve and enhance the quality of cadres, civil servants, public employees and leaders and managers to meet the requirements of tasks in the coming time; Promote the application of science and technology in building digital government.

The new term has many advantages, but also many difficulties and challenges. With high determination, solidarity, unity and consensus, the Party Committee, government and people of Vinh Hoa commune believe that they will successfully complete the goals set out in the resolution of the Party Congress of the commune for the 2025-2030 term.

Vinh Hoa Commune was established on the basis of merging 4 communes of Vinh Hoa, Thanh Yen A, Thanh Yen and Hoa Chanh; natural area 146.23km2, population 51,651 people, living in 29 hamlets. Currently, the Commune Party Committee has 57 Party cells and affiliated Party Committees, with 1,251 Party members.
