Vinh Phuc province currently has nearly 578,000 women, accounting for over 50% of the population and over 47% of the province's workforce. With efforts to promote social security and simultaneously implement the National Strategy on Gender Equality, in recent years, women in Vinh Phuc have been given every opportunity to develop their capacity in all areas of social life.
Statistics of the Women's Union of Vinh Phuc province show that in the 2020 - 2025 term, the proportion of women participating in Party committees at 3 levels in the province is 18.46%, an increase of 4.14% compared to the 2015 - 2020 term, higher than the Central's requirement; the proportion of women participating in People's Council delegates for the 2021 - 2026 term at 3 levels is 25%, an increase of 3.35% compared to the 2016 - 2021 term.
The proportion of women in key leadership positions in state management agencies and local governments is nearly 30%. 98% of educational and vocational training institutions have female staff on the Board of Directors... In 2007, the number of female employees in enterprises was 33,034 people, but by the end of 2022, this number had reached over 114,000 people.
These positive figures are thanks to mechanisms and policies that create favorable conditions for women to develop comprehensively, demonstrated through the issuance of many resolutions and projects or the integration of mechanisms and policies for women in social security resolutions.
Many important resolutions can be listed such as Resolution No. 16 of the Provincial People's Council on regulations on a number of policies to support population work in Vinh Phuc province in the period of 2020 - 2025, focusing on supporting women aged 15 to 49 who are married and have permanent residence in the province, belong to poor households, near-poor households, rural areas, mountainous areas, and social protection beneficiaries who voluntarily perform family planning services; Resolution No. 30 of the Provincial People's Council on regulations on a number of support policies for cadres, civil servants, and public employees who are seconded, trained, fostered, and attract talents in the period of 2017 - 2021; Resolution No. 06 on a number of specific policies to build a team of intellectuals and attract and promote talented people in Vinh Phuc province, in the period of 2021 - 2025, with specific regulations giving priority to women; Resolution No. 22 of the Provincial People's Council on the regulation of the number, title, and monthly allowance of each title for non-professional workers at the commune, village, and residential group levels clearly stipulates that the Vice President of the Women's Union is entitled to an allowance of 1.0 basic salary for commune level 1; 0.9 basic salary for commune level 2; 0.8 basic salary for commune level 3; the Head of the Women's Union is entitled to an allowance of 0.3 basic salary.
Notably, the Provincial Women's Union in coordination with the Department of Labor, War Invalids and Social Affairs has developed a phased work program to propose, develop and implement the Party's guidelines and policies, the State's policies and laws, international commitments on gender equality, for the advancement of women to gradually narrow the gender gap, enhance the role and position of women. Movements such as "Women help each other to develop the family economy ", "Women are good at economics", "Women help each other regularly, help each other during the harvest season", "Help poor women have addresses" ... are regularly maintained and promoted effectively.
In addition, the authorities at all levels always pay attention to and create conditions for women to study, improve their qualifications and careers; support women in vocational training, job creation, and business start-ups. Women in Vinh Phuc also participate in many training courses, knowledge improvement, and capacity building in many fields such as preventing and combating violence and abuse against women and girls or applying 4.0 technology in business activities for women-owned enterprises...
Thanks to that, Vinh Phuc women have boldly applied scientific and technical advances and new technologies to production; actively transformed the structure of crops and livestock, developed concentrated and linked cultivation and livestock farming, created safe crop and livestock products with high economic value associated with environmental protection; participated in the implementation of the One Commune One Product (OCOP) Program... With their ingenuity and industriousness, Vinh Phuc women have actively participated in labor, worked in industry, handicrafts, traditional craft villages or proactively imported and developed new occupations, contributing to promoting the shift of economic structure and labor structure in the process of industrialization and modernization of the province.
In education, the province promotes communication programs, raising awareness of gender and responsibility towards women for students, helping them choose suitable careers and schools, raising awareness of reproductive health and preventing and combating violence against women and children. Educational institutions also regularly coordinate with health units to organize thematic talks, integrate gender equality content into formal teaching activities, organize extracurricular activities, creative experience activities, exchanges, exhibitions, seminars, dramatization...
Although gender equality work still faces many difficulties and challenges, with the determination and serious and synchronous implementation of strategies and solutions by authorities at all levels to ensure that no one is left behind, the role and position of women in Vinh Phuc will continue to be affirmed and enhanced, so that they can be confident, shine, and make important contributions to the socio-economic development of the province.
