According to the report, to date, the entire northern gateway region of Gia Lai province has completed the national sustainable poverty reduction program two years ahead of schedule, with the poverty rate at zero and the elimination of temporary and dilapidated houses, helping 612 households escape poverty and 845 households remove them from the near-poverty list. This impressive achievement demonstrates the decisive leadership and management of the local Party committee and government, the involvement of the political system, and the joint efforts of organizations and businesses, including the practical and effective contribution of the Social Policy Bank.
According to Dang Thi Huong, Party Secretary and Director of the Hoai Nhon Branch of the Social Policy Bank, for the past 23 years since its establishment in 2003, despite facing numerous difficulties such as harsh weather, the widespread Covid-19 pandemic, and challenges during the implementation of the two-tiered local government model, the Hoai Nhon Social Policy Bank, formerly the Hoai Nhon Town Social Policy Bank, has always strived to implement measures to ensure the smooth flow of policy credit capital.
The network of transaction points of the Social Policy Bank, located at 17 former and new commune and ward People's Committee headquarters, has been maintained and operates regularly. Most poor people and eligible policy beneficiaries have been able to borrow preferential state capital easily, enabling them to start production and business activities, create jobs, and increase income.
A typical example is Mr. Le Tien Quy in Giao Hoi 1 neighborhood, Hoai Nhon Nam ward, Gia Lai province, who used 150 million VND in preferential loans from the Hoai Nhon Social Policy Bank twice to invest in a farming and livestock model. He has established a family farm economic model including 400 pepper plants bearing abundant fruit, averaging about 1.2 tons of fresh pepper per year, and 4 sturdy barns with a herd of 6 fattened cows and 70 sows and pigs... earning nearly 100 million VND in profit annually.
"Thanks to the help of the ward's youth union, especially benefiting from policy-based credit funds, I was able to build a spacious new house and purchase all the necessary materials and convenient appliances for my family's production and daily life," Mr. Quy happily shared.

Credit officers at the Hoai Nhon branch of the Social Policy Bank always stay close to the grassroots, diligently guiding customers to use loan capital for the right purposes and achieve effective results.
Another example is Mr. Nguyen Minh Phuc, residing in Gia An Nam village, Hoai Nhon Bac ward, who boldly borrowed policy-based capital from the employment creation credit program to invest in purchasing fertilizers and high-quality seeds, and intensively cultivating fragrant flowers and ornamental plants. Currently, Mr. Phuc's garden covers an area of over 10 hectares, providing regular employment for 8 workers in the neighborhood with an average salary of 6-8 million VND/month/person.
Mr. Tran Huu Thao, Secretary of the Party Committee of Hoai Nhon Bac Ward and former Chairman of the Vietnam Fatherland Front Committee of the former Hoai Nhon town, affirmed: Policy credit implemented through the Social Policy Bank provides diverse loans and disburses funds quickly, not only helping people have timely capital to proactively engage in production and business, but also truly acting as a driving force to support the locality in completing the sustainable poverty reduction effort ahead of schedule, specifically in time to celebrate the 50th anniversary of the liberation of the homeland (March 28, 1975 - March 28, 2025).
Ms. Dang Thi Huong, Director of the Social Policy Bank of Hoai Nhon, further shared: "The journey of policy credit for social welfare in this region has always been clearly defined and unanimously recognized by the local Party committee and government as a 'lever' for sustainable poverty reduction, new rural development, and civilized urban development. Thanks to this, the unit has successfully mobilized large amounts of capital and effectively organized the State's policy credit programs. Specifically, as of March 31st, the total capital reached over 891 billion VND, an increase of 4.56% compared to the end of 2025, completing 63.41% of the assigned plan. At the same time, the total outstanding loan balance also reached over 890 billion VND, an increase of nearly 39 billion VND compared to the beginning of 2026."

Specifically, the Hoai Nhon branch of the Social Policy Bank achieved a relatively high lending volume in the first quarter of 2026: 80.6 billion VND, with 1,968 poor and near-poor households and other policy beneficiaries receiving loans. Lending since the Lunar New Year holiday has mainly focused on several programs: loans to support employment, loans for disadvantaged students, and loans for the construction and repair of clean water and sanitation facilities…
Policy credit funds have been, and continue to be, widespread in the coastal plains of the northern gateway of Gia Lai province with 15 credit programs, 17 fixed transaction points spread across old and new communes and wards, and 292 savings and loan groups in villages, hamlets, and neighborhoods. The Hoai Nhon Social Policy Bank has truly become an "extended arm" of the Party and the State in implementing social security policies.
Embarking on a new journey, the Hoai Nhon Social Policy Bank has coordinated effectively with local authorities and socio-political organizations entrusted with handling the recovery of overdue debts, strengthening inspection and supervision of loan utilization, etc., resulting in a 100% recovery rate for loans due in the first three months of 2026. Overdue debt accounts for only 0.05% of the total outstanding loans.

Specifically, at the end of the first week of April 2026, under the close direction of the local Party committees and the guidance of the Social Policy Bank, the People's Committees of Bong Son, Tam Quan, Hoai Nhon, Hoai Nhon Dong, Hoai Nhon Tay, Hoai Nhon Nam, and Hoai Nhon Bac wards organized a conference to announce the Decision on the establishment of the Ward-level Board of Directors' Representative Committee of the Social Policy Bank, and at the same time evaluate the results of policy credit activities in the first quarter of 2026 and implement tasks for the second quarter of 2026.
At the conference, the Board of Representatives assigned specific tasks to each member and proposed solutions to improve the effectiveness of policy credit programs. These included strengthening inspection work, promoting the dissemination of new credit policies, and closely coordinating with entrusted socio-political organizations to ensure that funds reach the right recipients and are used for the right purposes, contributing to the effective achievement of sustainable poverty reduction goals.
In parallel with the continued comprehensive implementation of Directive No. 39-CT/TW of the Party Central Committee on improving the quality of social policy credit, the Hoai Nhon Social Policy Bank prioritizes the task of improving credit quality associated with expanding policy coverage, through the solution of prioritizing the application of digital transformation in credit activities to bring modern banking transactions closer to the people.
Building on the success of its policy credit activities in the past, the Hoai Nhon Social Policy Bank aims to increase capital and outstanding loans for credit programs assigned by the superior bank in 2026 and strives to maintain a smooth flow of preferential credit to best serve the people and make practical contributions to poverty reduction and sustainable social security.
