Many programs and policies of the Party and State to support the development of ethnic minority areas and support poor ethnic minority households have been effectively implemented, creating favorable conditions for people to develop production and improve their lives.

Ms. Chau Thi Khuyen, Vice Chairman of Lam Binh District People's Committee, informed that in 2024, Lam Binh was assigned a total capital source to implement the National Target Program 1719 of over 76 billion 496 million VND, including capital transferred from 2023. As of November 6, the district has disbursed nearly 25 billion 560 million VND of capital from the National Target Program 1719, reaching 33% of the plan. Although the disbursement progress of the Program's capital in the district is not high, many households have benefited from the projects and sub-projects of the Program.

The family borrowed more from relatives and received help from local organizations and unions, Ms. Am was able to build a solid house, with a total value of nearly 200 million VND. With a new house, Ms. Am's family has "settled down and made a living", to escape poverty sustainably.

In Son Duong district, with a high determination to effectively implement the National Target Programs for the period 2021-2025, the District Party Committee, People's Council, and People's Committee have led and directed the Ethnic Affairs Department and the political system from the district to the communes to carefully review each project and sub-project content. On that basis, promptly develop and promulgate mechanisms and policies suitable for each commune to integrate capital sources and effectively implement projects and sub-projects as required by the Program.

Ms. Nguyen Thi Tuyen, Head of the Ethnic Affairs Department of Son Duong district, said: The district has had many support policies, integrating capital sources from 3 national target programs for synchronous implementation in the area. Thanks to that, it has contributed to significantly changing the rural appearance of ethnic minority and mountainous areas of the district. Ethnic minority people have the motivation to strive to develop the economy; thousands of households have escaped poverty thanks to the Government's practical policies. Currently, Son Duong is considered the leading district in Tuyen Quang province in effectively implementing national target programs. The district sets a target that by the end of 2025, 100% of communes will meet new rural standards, becoming the first district in the province to meet new rural standards.

Contribute to changing the general appearance of the province

According to the report of the Ethnic Minorities Committee of Tuyen Quang province, implementing the National Target Program 1719 in the period of 2021 - 2025, in the whole province, 121/138 communes have benefited from investment capital and support from 10 projects and 13 sub-projects of the Program. In the period of 2021 - 2025, Tuyen Quang province was assigned capital to implement the National Target Program 1719 of over VND 2,203 billion. As of mid-2024, Tuyen Quang province has disbursed over VND 1,132 billion, reaching 51%. From the allocated capital, the province has supported the investment in the construction of 570 infrastructure works to serve production, exchange of goods and people's daily life. Of which, investment is in 178 traffic works, 27 irrigation works, 9 school and classroom works, 3 rural electricity works, 12 domestic water works, 15 bridge works, 30 auxiliary works, renovation and construction of 10 new market works, 70 community activity houses.

According to the report of the Ethnic Minorities Committee of Tuyen Quang province, in 2024, the province was assigned a total capital source to implement the National Target Program 1719 of 780,225 million VND (of which investment capital: 517,841 million VND; public service capital: 262,384 million VND). As of October 2024, the province has disbursed 393,842.2/1,137,779.0 million VND, reaching 34.6% (including capital sources transferred from 2023).

The capital of the National Target Program 1719 has also supported housing for 1,276 households; supported job conversion for 1,978 households; supported decentralized domestic water for 3,517 households; supported forest protection contracts for special-use forests and protective forests; supported 13 projects to develop production according to value chains; 4 projects to develop production for the community... 100% of communes in ethnic minority areas have car roads to the commune center; the rate of households using the national grid and other power sources reached 99.9%. Since the implementation of the National Target Program 1719, the rate of poor ethnic minority households has decreased by over 4%/year.

Mr. Ma Quang Hieu, Head of the Ethnic Minorities Committee of Tuyen Quang province, said that from the National Target Program 1719, the infrastructure of mountainous rural areas has been invested in basic construction, many traffic works, domestic water works, irrigation works and some other works have been built. Many households have been supported with production land, supported with job conversion, supported with scattered domestic water... From there, helping people in ethnic minority areas to develop the economy and reduce poverty sustainably.

2025 is the last year of the National Target Program 1719 Phase I. Although there are still many difficulties ahead, with the determination and efforts of the entire political system and the consensus of the people, the Provincial Ethnic Committee continues to advise the Provincial People's Committee to focus resources on investing in economic, cultural and social development in ethnic minority and mountainous areas. Effectively implement policies, programs and projects in ethnic minority areas, gradually narrow the regional gap, strive to bring ethnic minority and mountainous areas of Tuyen Quang province to comprehensive development, making outstanding achievements in all aspects.
