According to Mr. Huynh Phuoc Huu, Deputy Head of the Culture and Social Affairs Department of To Chau Ward, after the administrative boundary merger, the ward currently has 764 households with 3,018 ethnic minority residents. The merger has created more favorable conditions for management and administration, concentrating resources to implement social welfare policies and care for ethnic minorities. Activities supporting and caring for the material and spiritual lives of the people continue to be fully maintained and implemented by the local authorities without interruption.
Over the past period, local Party committees and authorities have paid attention to the comprehensive and full implementation of social security policies for ethnic minority households; providing support for health insurance, education , and loans for production development; focusing on house repairs, and caring for poor, near-poor, and disadvantaged households. At the same time, the locality regularly organizes visits and gift-giving during holidays and festivals; and encourages ethnic minorities to preserve their cultural identity and build a cultural life in residential areas.
One of the solutions prioritized by the ward is creating conditions for ethnic minority households to access preferential loans from the Social Policy Bank to develop production, livestock farming, and small-scale trading. To date, the locality has provided loans to 26 households to create jobs, totaling nearly 1.8 billion VND.
Thanks to preferential loans, many ethnic minority households in the ward have been able to rise out of poverty and stabilize their lives. Mr. Duong Vinh's family, residing in Nga Tu hamlet, was previously a poor household with many children and difficult economic circumstances. Since receiving support from the commune's Farmers' Association to access a 50 million VND loan from the Social Policy Bank, Mr. Vinh invested in a commercial frog farming model. Each season, after deducting expenses, he earns a profit of over 30 million VND. Mr. Duong Vinh shared: “Thanks to the care and assistance of the local government, my family was able to access a loan from the Social Policy Bank to develop production. Now our economy is more stable, and my wife and I have the means to provide for our children's education.”
Currently, the living conditions of the people are gradually improving; the percentage of poor, near-poor, and disadvantaged households in ethnic minority areas is decreasing year by year. Many households are proactively changing their production models and developing their family economies. People's awareness of caring for their children's education, maintaining environmental hygiene, and taking care of their health is increasingly improving. The political security, order, and social safety situation in ethnic minority areas is basically stable, and the people trust in the leadership of the Party and the management of the local government.
Mr. Huynh Phat Ty, a Khmer resident of Hon Heo hamlet, said: “In recent years, the ethnic minority areas in the region have undergone many positive changes. Roads have been improved, electricity and water are readily available, and travel and trade are more convenient than before. The people are happy and have more confidence in the Party's policies and the State's laws and regulations for ethnic minorities.”
According to Ly Hoang Tuan, Deputy Secretary of the Party Committee and Chairman of the People's Committee of To Chau Ward, in the coming time, the locality will focus on effectively implementing ethnic policies and national target programs for socio-economic development in ethnic minority areas; promoting sustainable poverty reduction associated with livelihood support, job creation, and income improvement for the people. At the same time, it will strengthen vocational training, support loans for production development; pay attention to investing in infrastructure, improving the quality of education, health care, and healthcare for the people. The locality will continue to promote the role of influential figures in ethnic minority communities, strengthen propaganda and mobilization of the people to comply well with the Party's guidelines, the State's policies and laws, preserve ethnic cultural identity, and consolidate national unity.
