In 2026, many key transportation projects in the province will be prioritized for resource allocation, especially inter-regional connecting routes, projects serving the APEC 2027 Summit, urban transportation infrastructure projects, and projects in the province's economic development gateway areas. To ensure progress, the Provincial People's Committee has established four specialized working groups to monitor, inspect, and resolve difficulties for each specific project. Project owners are required to develop detailed disbursement plans based on the "six clear principles," increase manpower and machinery, proactively secure construction materials, and regularly report on project progress.
According to Mr. Dinh Van To, Director of the Provincial Project Management Board, in 2026 the unit was assigned to manage a total public investment capital and extended capital of over 6,700 billion VND, implementing 104 projects. Of these, the Provincial Project Management Board directly manages 24 projects, while the remainder are handled by regional boards. To date, the unit has disbursed approximately 630 billion VND, reaching over 12.4% of the 2026 capital plan; specifically, the extended capital disbursement reached over 68 billion VND, approximately 13%. As of May 31st, the unit's disbursement value had increased to approximately 800 billion VND, equivalent to over 15% of the assigned capital plan.

At the Le Trong Tan road upgrade project, the section from Tam Bot bridge to Pham Cu Luong road in Long Xuyen ward, with a total investment of over 172 billion VND, the main components are basically completed. Cumulative disbursement has reached approximately 92.3% of the allocated capital. However, the project is still facing some land acquisition issues due to encroachment on public land by some households. The local authorities are completing the necessary procedures to hand over the entire land to the investor as soon as possible. Regarding the extended section of Provincial Road 941, construction progress has reached nearly 28%, approximately 12% behind schedule. The main reasons for the delay are the shortage of sand and stone for construction, high fuel prices, and some land clearance issues in An Chau commune. Disbursement to date has reached over 72 billion VND, equivalent to approximately 24.2% of the 2026 capital plan.
Specifically, the project for the ring road parallel to Provincial Road 942, passing through Hoi An commune, has a total land acquisition area of approximately 83.7 hectares, affecting 118 households, with a total investment of nearly 150 billion VND; of which the compensation cost is about 40 billion VND. To date, the locality has approved compensation plans for 96 households not eligible for resettlement, paid over 27 billion VND to 65 households, and handed over more than 54,551 m² of land, reaching about 65% of the area to be acquired. However, 22 households still have not had their compensation plans approved. Some households have not agreed because they believe the compensation price is still low, while the resettlement arrangements at the My An Industrial Cluster resettlement area are not yet complete.

Following on-site inspections of construction projects, Vice Chairman of the Provincial People's Committee Le Trung Ho assessed that, despite the determination and efforts of investors, management boards, departments, and localities, the disbursement progress remains slow due to the impact of rising raw material prices, scarce supply, and difficulties in land clearance. As of May 21st, the entire province had disbursed 4,207 billion VND, reaching 15.86% of the plan; some localities even had a disbursement rate of zero.
Comrade Le Trung Ho suggested that departments, agencies, and localities clearly identify the causes and responsibilities in the implementation process. At the same time, they should proactively change management methods and strengthen coordination to remove "bottlenecks" in the project implementation process.
Agencies, units, and localities need to strengthen propaganda and mobilization efforts to create consensus among the people; implement the "green channel" mechanism for public investment projects to quickly resolve difficulties and obstacles, and accelerate the disbursement of capital in 2026. In particular, reduce intermediate procedures and shorten the processing time for dossiers, especially in land clearance, appraisal, and supply of materials for the construction of key projects. "Localities should continue to review and classify each case specifically in compensation and land clearance work to have appropriate solutions, ensuring reasonable rights for the people. Good attention should be paid to investment preparation for new projects, ensuring complete procedures, feasibility, and practical implementation from the outset to proactively secure capital and minimize obstacles during implementation," emphasized Comrade Le Trung Ho.
