Loc Thanh border commune makes breakthrough in infrastructure

Compared to many other localities of Dong Nai province, the infrastructure of Loc Thanh commune is still weak and limited, especially in transportation, irrigation, health care, education , etc., so it needs to be invested in and built to create a breakthrough.

Breakthrough from the beginning of the term

Just a few days after the completion of the Loc Thanh Commune Party Congress for the 2025-2030 term, the Provincial Party Committee, People's Council, People's Committee, and Vietnam Fatherland Front Committee of Dong Nai province held a groundbreaking ceremony to build and supplement the facilities of Loc Thinh Primary and Secondary School, in the border commune of Loc Thanh. The project has an investment of more than 35 billion VND, and will be constructed in 180 days.

Loc Thanh commune has only 5 schools, of which 4/5 have met national standards level 1, the remaining school that has not met standards is Loc Thinh Primary and Secondary School. According to the Resolution of the Party Committee of Loc Ninh district (old), Loc Thinh Primary and Secondary School is invested in, supplemented with facilities and equipment to be recognized as meeting national standards level 1 in the 2024-2025 school year, but due to legal procedures for bidding, construction is delayed.

According to the regulations of the Ministry of Education and Training on national standard schools, the main campus lacks 29 classrooms of all kinds; of which, the primary school classrooms are cramped and degraded due to being built in 2012 but still have to be used due to lack of rooms. The school's Ta Thiet hamlet campus was built by Military Region 7 in 2002 with 5 upper-floor classrooms to serve the learning needs of nearly 150 students, most of whom are ethnic minority children. However, other auxiliary works and items such as: water wells, fences, concrete playgrounds, practice grounds, student and teacher parking lots and security guards' houses have not yet been invested in. Therefore, the provincial leaders' attention to investing in the construction of additional works not only meets the learning needs but is also an important condition for the school to be recognized as meeting national standards in the coming time.

“In addition to urgently building facilities and equipment, the locality will complete the necessary documents and procedures to submit to the relevant authorities for consideration to bring Loc Thinh Primary and Secondary School to national standards level 1 by the end of 2025. Not stopping there, the locality will advise and propose to the provincial leaders to invest in building schools in border communes according to the Conclusion Notice No. 81-TB/TW dated July 18, 2025 of the Politburo on the policy of investing in building schools for border communes. The commune will propose to invest in upgrading additional works and items to ensure the criteria of boarding schools for students. Because, in the area, there are many ethnic minority students studying with a very high demand for boarding school" - Chairman of Loc Thanh Commune People's Committee Ho Quang Khanh said.

"Bottlenecks" need to be removed

The new Loc Thanh commune was formed on the basis of merging Loc Thanh and Loc Thinh communes (old) with a large space, including communes that have met new rural standards (Loc Thinh in 2019, Loc Thanh in 2022). Thanks to the capital for new rural construction, most of the inter-group and inter-hamlet roads have been concreted and asphalted, ensuring convenient travel for people. However, the main inter-commune roads are "bottlenecks", hindering economic development and improving people's living standards.

Head of Can Duc Hamlet, Loc Thanh Commune, Lam Ch Hieng, said: The hamlet has the main inter-commune road Loc Thanh - Loc Thinh (old) passing through, connecting with provincial road 754, 6km long, built since 2018. However, due to the circulation of many heavy trucks, the road has seriously degraded, with many "potholes" and "elephant holes", making it dangerous for people to travel, especially when tapping rubber at night. With the increasing number of vehicles passing by, if it is not invested in upgrading soon, it will be difficult for people to travel on this route in the near future. I hope that the authorities and functional agencies will pay attention and soon invest in upgrading, creating momentum for local economic development.

Chairman of Loc Thanh Commune People's Committee Ho Quang Khanh added: The new commune after the merger has a lot of potential and room for development, however, the traffic infrastructure is a major concern and worry of the locality. Although it has received attention for investment and construction, some projects are still unfinished due to mechanism problems, leading to unsynchronized structures and lack of connectivity between communes and regions. Through review, in the 2025-2030 term, the commune has about 80km of roads that need to be invested in, repaired, upgraded and expanded. Of which, 30km is urgent, belonging to the main roads, arteries, important "links" for socio-economic development, improving the living standards and enjoyment of the people.

Identifying the difficulties in local infrastructure, appraising the documents submitted to the Congress of Delegates of the Loc Thanh Commune Party Committee for the 2025-2030 term, Member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee Le Truong Son proposed: The Commune Party Executive Committee must make infrastructure a strategic breakthrough to focus all resources on implementation.

Identifying the opportunities, advantages, difficulties and challenges intertwined, the Party Committee of Loc Thanh commune proposed 3 strategic breakthroughs that need to focus resources on in order to create strong and widespread changes. Accordingly, it will promote socialization, diversify investment forms, effectively utilize capital sources from the Central, the province and national target programs to invest in key and focused essential infrastructure projects, especially transportation, irrigation, health care and education. On that basis, infrastructure will be invested in synchronous construction, a "leverage" for the locality to make a breakthrough in the coming time.

To effectively implement breakthroughs, especially breakthroughs in infrastructure, Chairman of Loc Thanh Commune People's Committee Ho Quang Khanh said: "Immediately after the congress, we immediately started the action program, developed plans, clearly assigned people, clearly assigned tasks and proposed specific roadmaps. However, the efforts and determination of internal resources are not enough, but need support from higher levels, because Loc Thanh is a remote, border, and difficult commune of the province".
