The Department of Natural Resources and Environment of Hai Phong is coordinating with relevant agencies to implement the Project “Building a comprehensive system of land records and land database in Hai Phong City” (hereinafter referred to as the Project). Accordingly, after the land database is built, it will facilitate management as well as help people save costs and shorten the time to carry out administrative procedures.
The project was implemented from 2017 according to Resolution No. 08/NQ-HDND dated July 20, 2017 of the Hai Phong City People's Council on tasks and solutions for economic , social, defense and security development of the city in 2017, implemented in the last 6 months of the year. In which, the Resolution clearly defines the content of "Developing a plan to implement the construction of a land records system, land management database of the city, especially digital land maps".
On December 9, 2019, Hai Phong City People's Committee issued Official Dispatch No. 7766/UBND-DC2 on agreeing to the policy and assigning the Department of Natural Resources and Environment to prepare the Project and carry out procedures to report and request the Standing Committee of the City Party Committee to approve the investment policy.
After the outline was approved, the Department of Natural Resources and Environment of Hai Phong organized the implementation of bidding procedures, selecting contractors to perform the following tasks: Consulting on the preparation of E-HSMT and the evaluation of E-HSDT for package 01 and package 02 under the Project; Consulting on the appraisal of E-HSMT and the results of the selection of contractors for package 01 and package 02 under the Contractor Selection Plan. Bidding package for consulting on the preparation of E-HSMT and the evaluation of E-HSDT; Consulting on the appraisal of E-HSMT and the results of the selection of contractors for package 01 and package 02 under the Project; Consulting on the preparation of Technical Design - Estimate (package 03).
On November 3, 2023, the Department of Natural Resources and Environment of Hai Phong organized a bidding on the National Bidding Network, selecting 5 contractors for the following packages: Consulting, supervision, inspection and acceptance; 11 construction packages for the construction of land records systems and land databases in the following districts: Hong Bang, Ngo Quyen, Le Chan, Kien An, Hai An, An Duong, Thuy Nguyen, Tien Lang, Vinh Bao, Kien Thuy, An Lao. As a result, by March 10, 2024, 16 contractors had been selected, the remaining 3 packages are undergoing bidding procedures.
According to the Department of Natural Resources and Environment of Hai Phong, from the end of December 2023 to the end of January 2024, the unit coordinated with the People's Committees of the districts: Vinh Bao, Kien Thuy, Tien Lang, An Duong, Thuy Nguyen, Le Chan, Hong Bang and Ngo Quyen to organize conferences to deploy the implementation of the Project. At the same time, coordinate with functional agencies to organize professional training for cadres, civil servants, public employees, workers, and mass organizations participating in the implementation of the Project in the districts.
The built database will facilitate management as well as help people save costs and shorten the time to carry out administrative procedures.
According to research, to implement this Project, the People's Committee of Hai Phong City issued Decision No. 333/QD-UBND dated February 1, 2024 on the establishment of the Steering Committee for the Project "Building a comprehensive system of cadastral records and land database in Hai Phong City". In addition, districts such as Hong Bang, Ngo Quyen, Le Chan, Hai An, An Duong, Thuy Nguyen, Tien Lang, Vinh Bao, Kien Thuy also established Steering Committees to implement the Project at the district level and directed communes, wards and towns to establish Working Groups to implement the Project at the communes, wards and towns.
The Hai Phong Department of Natural Resources and Environment then approved the construction plan for contractors to organize measurement, create cadastral maps, and declare and register land simultaneously in the 6 districts mentioned above. It is expected that in June 2024, the unit will organize the first inspection and acceptance of the construction results of the contractors and update them into the VBDLIS software (Land Information System software) for exploitation and use.
However, according to the Department of Natural Resources and Environment of Hai Phong, due to the large and complicated workload of the Project and its simultaneous and large-scale implementation, it requires the decisive participation of all levels of government, mass organizations and the coordination of land users. Therefore, the Department recommends that the Project Steering Committee direct the People's Committees of districts and towns to focus on directing specialized departments, communes, wards, towns and mass organizations to participate in implementing the Project with the best results.
The Department of Natural Resources and Environment of Hai Phong also requested the Steering Committee of the Project to direct the People's Committees of districts to develop plans and work programs until 2026, thereby directing relevant agencies to focus on implementing the project in the area to ensure comprehensiveness and breadth.
