In Decision No. 1287/QD-TTg dated November 2, 2023 of the Prime Minister approving the Da Nang City Planning for the period 2021-2030, with a vision to 2050, Da Nang will become one of the country's high-tech and supporting industry centers. Accordingly, the city focuses on developing high-tech industry, priority industry, and supporting industry.

Continue to transform the industrial structure
One of the seven key tasks according to the Da Nang Planning for the period 2021-2030, with a vision to 2050, is to accelerate the growth rate of the industrial sector, especially high-tech industry and information technology, which is oriented as one of the three pillars in the new period of Da Nang's economy. It can be seen that the city's industrial activities have continued to have positive shifts in recent times, the proportion of industry in the city's GRDP structure from 2019 to June 2024 increased by 1.56 points. Specifically: the proportion of industry in 2019 was 16.5% and in June 2024 it was 18.06%. In the first 7 months of 2024, the city's industrial production index increased by 4.7% over the same period in 2023, this is the highest increase in 7 months since 2019 to present; Of which, 3/4 of the first-level industry groups had positive growth, including: production and distribution of electricity, gas, hot water, steam and air conditioning increased by 15.6%; processing and manufacturing industry increased by 4.4%.
The city planning determines: continuing to shift the industrial structure towards gradually reducing land-intensive, labor-intensive, low-value-added production sectors; limiting and moving towards eliminating production sectors that pollute the environment; increasing the proportion of industries and production sectors with high technology and knowledge content, high added value, and environmental friendliness. Specifically, developing high-tech industries including: microelectronics technology, chip and semiconductor technology, precision mechanics, mechatronics, optoelectronics and automation; environmental technology, new energy technology; new material technology, nanotechnology... to become the main industry.
Developing priority industrial sectors including: automobile industry; aviation industry; yacht industry; electronics industry, mechanical engineering; pharmaceutical and cosmetic industry; food and beverage industry in the direction of refined production and processing; fashion industry associated with design and other high value-added processing and manufacturing industries; the average growth rate of the processing and manufacturing industry is over 12%/year. Developing supporting industries, focusing on production and supply sectors for priority industries and high-tech industries; creating conditions for the formation and development of industry clusters.
Implement solutions in a targeted manner
According to the assessment of the Department of Industry and Trade, investment in innovation and improvement of technology level in industrial sectors has had a clear change. Technology level has been raised from low average level to high average level. The technology contribution coefficient of industry groups is generally quite even, the highest is in the chemical and rubber - plastic industries. To develop high-tech and supporting industries, the industry and trade sector has set out solutions: ensuring conditions on land and infrastructure for industrial development; developing human resources to meet high-tech requirements; promoting research and development, investment in technology innovation in enterprises; connecting supply and demand of industrial products; ensuring the environment; continuing to improve the investment and business environment in the area...
Regarding industrial infrastructure, Da Nang will form new industrial zones and clusters. Regarding industrial clusters, Ms. Le Thi Kim Phuong, Director of the Department of Industry and Trade, said that according to Decision No. 1287/QD-TTg, by 2030, the city will have 12 industrial clusters with a total area of 532.89 hectares and after 2030, there will be 15 industrial clusters with a total area of 757.89 hectares, distributed in Cam Le, Lien Chieu and Hoa Vang districts.
Regarding industrial parks (IPs), Da Nang IP will be converted into An Don international financial district, forming a modern urban area, becoming the city's new economic center; converting Hoa Khanh IP to meet the criteria of an ecological industrial park model; forming the IPs: Hoa Cam phase 2 (Hoa Tho Tay ward, Cam Le district and Hoa Nhon commune, Hoa Vang district), Hoa Ninh (Hoa Ninh commune, Hoa Vang district) and Hoa Nhon (Hoa Nhon commune, Hoa Vang district).
Mr. Tran Van Ty, Deputy Head of the Management Board of High-Tech Parks and Information Industrial Parks, as of July 30, 2024, the High-Tech Park, Concentrated Information Technology Park - Phase 1 and Industrial Parks have attracted 523 investment projects. Of which, there are 399 domestic investment projects with a total investment capital of VND 34,459 billion; 124 projects with foreign investment capital with a total investment capital of nearly 2.08 billion USD. Regarding the progress of new Industrial Parks, the Bidding Management Department (Ministry of Planning and Investment) sent a document to the Management Board to draft bidding documents for the investment project to build and operate infrastructure of Hoa Cam Industrial Park - Phase 2.
Regarding Hoa Ninh Industrial Park, the Ministry of Planning and Investment has issued a document stating that two investors are interested in submitting valid investment project dossiers for construction and business of Hoa Ninh Industrial Park infrastructure to the Ministry. Currently, the Management Board is synthesizing opinions from departments, branches and sectors to draft an appraisal document of the City People's Committee to send to the relevant Ministry of Planning and Investment to approve the investment policy of Hoa Ninh Industrial Park project.
To develop supporting industries, the City People's Council issued Resolution No. 53/2021/NQ-HDND regulating policies for developing supporting industries in Da Nang city; the City People's Committee issued Decision No. 1927/QD-UBND approving the program for developing supporting industries in the city for the period 2022-2025. As a result, the city has supported 1.88 billion VND (in 2022) and 2.34 billion VND (in 2023) for organizations and individuals producing supporting industries; organized conferences connecting supply and demand.
It is expected that from October 2 to 4, the Department of Industry and Trade will organize the Danang Supporting Industry and Manufacturing Exhibition Fair 2024 (SIMEXPO 2024), thereby promoting links between supporting industry enterprises with large manufacturing and assembly enterprises, multinational corporations, and foreign investors; encouraging enterprises to invest and develop industry and supporting industry in the city.
