Building a regular commune police force is a major, strategic policy of the Party, the State, the Central Public Security Party Committee, and the Ministry of Public Security to proactively grasp the situation, ensure security and order; promptly listen to and resolve the legitimate concerns and aspirations of the people right from the beginning and at the grassroots level.
In recent times, closely following the direction of the Central Public Security Party Committee, the leaders of the Ministry of Public Security, the Provincial Party Committee, the Provincial People's Committee, and the Ha Tinh Provincial Public Security have resolutely promoted the implementation of building a regular commune and town police force with many breakthrough measures and solutions, many new and creative ways of doing things. With the motto "Respect the people, be close to the people, when the people need, when the people are in trouble, there is the police", taking the people as the "center", as the "main subject" to serve, the regular commune police force has been making many marks with outstanding achievements, simple and close actions, creating a strong spreading power.
The police of communes and towns in the area are all structured into the local organizational system to facilitate the exchange of information and recommendations.
The communal police have become the core, fundamental, and first force in the work of grasping the situation; proactively reviewing, detecting, and advising the Party Committee and the government to promptly and effectively resolve complex and emerging issues and incidents related to security and order, especially points of conflict and contradiction among the people; resolving many disputes and complaints among the people with proactive and innovative approaches and measures.
With high qualifications, basic training in law, profession, and rich practical experience, the communal police force has directly pioneered, taken the lead, and systematically deployed professional measures to combat and prevent crime and law violations right at the grassroots level; many complicated cases that had existed for a long time and that the semi-professional communal police force had not been able to resolve in the past have been thoroughly resolved by the regular police. Thanks to that, the crime situation has been controlled, society has been more peaceful, and people are assured and confident.
Commune police are identified as the core force in implementing two major projects including the national database on population and the production, issuance and management of citizen identification cards.
In the field of State management of security and order, the commune-level police focus on performing well the work of managing household registration, residence, and foreigners; managing fire prevention and fighting; ensuring traffic order and safety. In particular, the commune-level police are the core force in implementing the Government 's Project 06 and 2 projects on issuing citizen identification cards and national population data, contributing to making Ha Tinh the second province in the country to complete the issuance of citizen identification cards to eligible citizens.
On the other hand, the image of the communal police force not afraid of hardships and sacrifices on the front line of COVID-19 prevention and control, taking the lead in tracing to contribute to early containment and suppression of the epidemic; rushing into the most dangerous places, especially during natural disasters and floods, to rescue and help the people, accompanying and participating in the construction of new rural areas... is no longer strange but almost familiar every day, further enhancing the image of the People's Police soldier "Forgetting oneself for the country, serving the people".

In practice, after more than 3 years of completing the arrangement of regular police officers to take on the positions of commune police, it has affirmed the extremely correct policy and the strategic and long-term significance of the Party, the State, the Central Public Security Party Committee, and the Ministry of Public Security.
