As soon as the Law on Environmental Protection 2020 took effect, the specialized departments advised the Provincial People's Committee to submit to the Provincial People's Council to issue 2 resolutions, 6 legal decisions, 3 administrative decisions and more than 100 directive and management documents. Environmental protection content is integrated into the Provincial Planning for the period 2021-2030, with a vision to 2050. The province has approved the Environmental Monitoring Program for the period 2022-2024 with a total budget of more than 7.6 billion VND; deployed automatic monitoring at 7 facilities with high risk of pollution; built an environmental and biodiversity database, as a foundation for more effective forecasting, warning and management.
Mr. Nguyen Manh Hung, Deputy Director of the Department of Agriculture and Environment, said: The work of propagating and disseminating the law has been promoted with many diverse forms. From 2022 to now, 8 provincial conferences have been held, nearly 2,000 copies of the Law on Environmental Protection have been published, and many environmental sanitation campaigns have been maintained in conjunction with major holidays. The awareness and responsibility of cadres, party members and people regarding environmental protection have changed significantly.

The inspection and handling of environmental violations have been promptly implemented. From 2024 to now, the Department of Agriculture and Environment has received 13 complaints via the hotline, handled 126 petitions, including 6 petitions related to the environmental field; conducted 71 inspections and checks, including 17 thematic ones; advised on the issuance of 21 decisions on administrative sanctions for environmental violations with a total amount of more than 7.4 billion VND. The handling measures have been implemented publicly and strictly, creating deterrence and raising awareness of compliance among organizations and individuals.
Together with the State management agencies, the Provincial Vietnam Fatherland Front Committee and its member organizations have actively participated in monitoring and social criticism, associated with propaganda and dissemination of laws on environmental protection. From 2019 to present, the whole province has organized 392 propaganda and training conferences for more than 16,800 people. Many environmental protection movements and models have been replicated. The Women's Union at all levels has launched 29 "Green House" models, with signs "Clean House, Beautiful Garden", "Beautiful House" for nearly 200 households; supported the construction of more than 170 hygienic toilets; helped more than 3,100 households access and use clean water for daily life.
Ms. Giang Thi Huong, Vice Chairwoman of the Provincial Vietnam Fatherland Front Committee, informed: The Fatherland Front Committees at all levels have chaired 2,271 supervisions, focusing on issues of concern to voters, such as: Land, environment, forest environmental services. The People's Inspectorate and the Community Investment Supervision Board have conducted more than 5,700 supervisions at the grassroots level, promptly detected and recommended handling of many violations, contributing to ensuring the rights of the people. Through supervision and social criticism activities, it contributes to improving the effectiveness of State management of the environment, promoting people's mastery, and creating consensus in society.

Together with departments and branches, many localities and units have had creative ways of doing things, suitable to practical conditions. Despite many positive results, there are still difficulties in reality, such as: Some regulations overlap and lack consistency; guidance documents from the Central Government are issued slowly, causing difficulties for localities in the implementation process. The management of domestic solid waste has not met the requirements, the classification of waste at source is only in the pilot phase and has not been widely replicated.

To have a green, clean and beautiful living environment, all levels, sectors and localities continue to promote propaganda and dissemination of laws with diverse contents and forms to raise awareness and consciousness of organizations, individuals and communities about environmental protection. Promote the application of information technology, build a unified and interconnected environmental database between departments and sectors; strengthen inspection, examination and handling of violations, focusing on production facilities with high risk of pollution.
Environmental protection is not only the responsibility of the management agency but also the common task of the whole society. With the determination of the management agency and the consensus of businesses and people, Son La will gradually overcome the limitations, improve the effectiveness of law enforcement, and create a foundation for economic development associated with sustainable environment.
