Social housing construction must diversify segments and forms of purchase and rental.

That was the direction of Prime Minister Pham Minh Chinh at the national online conference to review the implementation of social housing development targets in the first 7 months of the year and the implementation plan for the last 5 months of 2025, which took place on the morning of August 16. The Prime Minister has approved the project to invest in building at least 1 million social housing apartments for low-income earners and industrial park workers in the 2021-2030 period, and recently added the target group of officials, civil servants and public employees facing housing difficulties; of which, 100,000 apartments must be built by 2025.

To date, the country has 692 social housing projects under implementation with a scale of 633,559 units. The number of completed, started, and approved investment projects by 2025 reached 59.6% of the set target. In the first 7 months of 2025 alone, the country completed 36,962/100,275 units (reaching 37%), and it is expected that by the end of 2025, an additional 36,700 units will be completed (totaling 73,671/100,275 units, reaching 73%).

At the conference, delegates raised difficulties and obstacles in the implementation of social housing projects; at the same time, expressed their determination to strive to complete the project targets on schedule, with quality and requirements.

Speaking at the conference, Prime Minister Pham Minh Chinh acknowledged and commended the achievements and efforts of ministries, branches and localities in developing social housing nationwide. Thereby, he affirmed: Developing social housing is a deeply humane program of the Party and State, a very important political task, a noble responsibility of Party committees, authorities and leaders at all levels. This must be considered a command of the heart, imbued with national sentiment and compatriotism; mobilizing the participation and great efforts of the entire political system, the business community and the people.

Prime Minister Pham Minh Chinh emphasized that investment in social housing is investment for development; developing social housing contributes to socio-economic development, brings a warm home to each person in difficulty, demonstrates progress, social justice and ensures social security policies, contributing to promoting overall growth.

The construction of social housing must be diversified in segments and forms of purchase and rental; the development of social housing must ensure essential infrastructure for transportation, electricity, telecommunications, water supply and drainage, environmental sanitation, cultural infrastructure, healthcare, education, etc.; at the same time, ministries, branches and localities are requested to promote the spirit of innovation and creativity, deploy solutions to overcome current difficulties, and ensure the harmonious settlement of the interests of the State, the People and enterprises - Prime Minister Pham Minh Chinh noted.

The goal of completing at least 1 million social housing units by the end of the year is an important and urgent goal that cannot be changed. Therefore, Prime Minister Pham Minh Chinh requested ministries, branches and localities to continue to focus highly, closely and urge the completion of the Government's assigned targets on social housing from now until the end of 2025. Review, disburse and implement related policies to make it easier for people to access capital to buy social housing, diversify credit packages for young people; continue to cut cumbersome administrative procedures; strengthen inspection and supervision to prevent policy exploitation during implementation. Urgently inform and widely publicize on mass media in many forms so that people can easily access when projects are completed.
