Mr. Pham Quang Duy, Head of Kenh Tuan village, Gia Phuc commune informed that over the past years, with the support and encouragement of the city in the new rural construction movement, the lives of rural people have changed significantly. Thanks to the shift in economic structure and the application of high technology in their homeland, farmers can get rich from production fields that are planned and developed in the direction of specialized cultivation, VietGAP standards...

In the eastern area of Hai Phong , many new rural communes after the merger have more potential and advantages for development, and the new rural infrastructure has been significantly improved. An Hung commune was merged from 3 communes: An Thai, An Tho, Chien Thang of An Lao district, which have all reached the model new rural area from 2023 - 2024. Many roads leading to the central area of the commune are spacious, 7.5 m wide, with sidewalks, trees, and lighting on both sides. Mr. Nguyen Duy Nhieu in Tran Thanh village, An Hung commune said that thanks to the new rural construction program, the local infrastructure is more spacious, creating conditions for people to build a civilized and modern lifestyle.

Implementing the National Target Program on New Rural Construction, in recent years, Hai Phong city has devoted many resources to investment. In the Eastern region, the city has boldly invested capital to build new rural infrastructure. The level of investment in new rural construction has gradually increased in each period so that communes can meet new rural standards and model and advanced new rural standards. Specifically, in the period of 2021 - 2025, the city has allocated 63,097 billion VND to build new rural infrastructure works in communes. Or in the Western communes in the period of 2021 - 2025, the total investment capital for new rural construction is 54,655 billion VND. Along with that, many policies are integrated to support new rural construction such as: supporting the development of concentrated commodity agricultural production, high technology linking production and consumption of agricultural products; tracing the origin of agricultural products, goods...

With large investment resources, all communes have clearly changed infrastructure systems, and the lives of rural people have improved. On June 22, 2025, in Decision No. 1125/QD-TTg, the Prime Minister officially recognized Hai Phong city as completing the task of building new rural areas in 2024. Previously, in 2022, the Prime Minister issued Decision No. 358/2022/QD-TTg recognized Hai Duong province as having completed the task of building new rural areas in 2020, being one of the 5 provinces announced to have completed new rural areas. Thus, up to this point, the new Hai Phong city after the merger has 24/67 communes completing the criteria for building advanced new rural areas, 2/67 communes achieving model new rural areas in the period of 2021 - 2025.

Suitable for new development orientation

To continue directing the construction of new rural areas in the period of 2026 - 2030, in 2025, the Ministry of Agriculture and Environment organized a number of conferences and workshops to consult and give opinions on the direction of implementing the National Target Program on New Rural Area Construction in the period of 2026 - 2030. Representatives of a number of ministries, branches and central agencies consulted and gave directions for building new rural areas in the direction of urbanization, ensuring substance, depth, efficiency, sustainability, taking rural residents as the main subject; building livable rural areas, harmonizing tradition and modernity. At the same time, focusing on improving the quality of new rural criteria, not only focusing on meeting infrastructure standards but also improving the quality of people's lives, promoting digital transformation in agriculture and rural management...

In Hai Phong, currently, the authorities are actively advising the City People's Committee on the target of developing new rural areas in the coming period, especially after the merger of provincial levels, the arrangement of commune-level administrative units, and the implementation of a 2-level local government model. Accordingly, the construction of new rural areas focuses on developing basically synchronous socio-economic infrastructure, ensuring rural-urban connectivity; applying information technology in the construction of modern new rural areas; developing rural economy in a circular direction, developing local specialties and advantages; preserving and promoting traditional cultural values...

The city is reviewing and researching to perfect the policy mechanism framework to ensure compliance with the Central Government's regulations and actual conditions. In particular, focusing on prioritizing support to promote the economic restructuring process, improve management efficiency and implement new rural construction according to the planning, ensuring synchronization, conformity with the new commune-level administrative units and the industrialization and urbanization process; strengthening solutions to mobilize resources to invest in infrastructure in the new communes after the merger in a synchronous and modern direction, ensuring connectivity, orienting farmers to take ownership of their production fields to increase income...

Vice Chairman of Gia Loc Commune People's Committee Doan Ngoc Thuan said that after the merger, the communes expect the city to continue to pay attention and allocate investment resources to infrastructure and production areas, creating conditions for the locality to develop stably and sustainably. Thanks to that, rural people are more excited and confident in new policies and decisions, joining hands to build Hai Phong's countryside to become more civilized and modern.
