Since the Government launched the emulation movement "The whole country joins hands to build new rural areas" has been widely and enthusiastically implemented by Can Tho City. Thereby, the movement has aroused people's strength, contributing to promoting the progress of building new rural areas; improving people's material and spiritual life; narrowing the gap between urban and rural areas, gradually reaching the goal of ecological agriculture, modern rural areas, and civilized farmers.

Proactive and flexible

Mr. Le Van Tinh, Deputy Chief of Office, in charge of the Office of Coordination for New Rural Construction in Can Tho City, said: The emulation movement "The whole country joins hands to build new rural areas" has brought about many great results, contributing to fundamentally changing the appearance of all rural areas of the city. People actively donated land, contributed working days, cash... to build roads, irrigation canals and other social welfare works, contributing to shortening construction time and saving costs. Many communes promoted the internal strength of the people well, so they achieved new rural standards beyond the set plan. Through the movement, the Chairman of the City People's Committee awarded certificates of merit to 250 collectives and 1,054 individuals for communes that met new rural standards, advanced new rural standards, and model new rural standards at year-end meetings, mid-term and emulation movement summary conferences.

To achieve the above results, first of all, propaganda work was widely deployed by the city and communes. At the same time, propaganda was integrated with movements such as "All people unite to build a cultural life", "All people protect national security", "All people unite to build new rural areas and civilized urban areas"... Thereby, arousing the spirit of emulation and the role of the people in building new rural areas.

For example, when there was a policy to widen the road in front of my house to 4m, the government organized a meeting with the people, and everyone agreed immediately. On the groundbreaking day, people were as happy as if it was Tet, everyone was ready to donate land, crops... Because everyone understands that wide, open roads make traveling and buying and selling easier, and then life will improve.”

Communes mobilize people to join hands to build new rural areas according to their existing potential and advantages. Mr. Nguyen Van Thang, Chairman of Truong Long Commune People's Committee, said: With 2,505 hectares of fruit trees, Truong Long has the potential to develop garden economy . In recent years, functional agencies and farmers have joined hands to change the crop structure to suit the soil, bringing high economic efficiency.

Currently, Truong Long commune has Truong Khuong A Fruit Garden Cooperative and Truong Tho 2A Fruit Garden Cooperative operating effectively. The cooperatives implement production linkages according to value chains, according to VietGAP standards and have guaranteed output. The commune has Lo Ren star apple and Bo Hong star apple recognized as meeting 4-star OCOP standards... Thanks to many effective agricultural models being replicated, the average income per capita of the commune increased from 73.3 million VND/person in 2022 to 80.24 million VND/person in 2024.

Join forces on a new journey

After the merger, the city's new rural communes have expanded their development space, but have also faced pressure and many problems in reviewing, perfecting, and improving the quality of new rural criteria. In the new context, the communes continue to set high goals and determination in building new rural areas.

Mr. Le Chi Phuong, Chairman of the People's Committee of Co Do Commune, said: Co Do Commune aims to achieve the model new rural standard by 2030. To do that, the commune promotes patriotic emulation movements associated with mobilizing resources to build a model new rural area; continues to invest in building and upgrading infrastructure of transportation, electricity, irrigation, domestic water, environment, cultural works to create a premise for socio-economic development, improving the material and spiritual life of rural people. Along with that, promoting the role of the people through propaganda and mobilization is considered the top important solution. From there, making people understand, believe, and respond by exchanging, giving advice, contributing and proactively performing their tasks is the decisive factor for the success of the program.

Mr. Nguyen Van Thang shared: Truong Long commune builds a model of a new rural commune "Organizing production and developing the rural economy". Therefore, Truong Long determines to focus on developing the collective economy, taking 2 effective cooperatives, building typical OCOP products in the area as typical models for local people to learn and replicate. The commune launches emulation movements; arouses, promotes, exploits, diversifies and effectively uses resources. In addition, the movement of the mass front to help each other develop the economy, contribute to social security, build solidarity houses, solve jobs... is an equally important factor to stabilize political security, social order and safety. From there, it contributes to strongly impacting the maintenance and improvement of the criteria of advanced and exemplary new rural areas in the future.

In the new period, with higher requirements, the movement needs to have more effective and practical ways of doing things. According to Mr. Le Van Tinh, the success of the emulation movement "The whole country joins hands to build the new rural area" is not only the result of the strong direction from the Central, city and commune levels but also thanks to the spirit of consensus and joint efforts of the people.

Practice shows that wherever the Party Committee, the government, especially the leader clearly demonstrates the role of strong, close leadership, promptly removing difficulties, the program achieves substantial and sustainable results. In addition, promoting the role of the subject and the self-management of the people is the core factor creating the sustainability of the program. When people are directly involved in discussing, monitoring and enjoying the results, they will voluntarily contribute human resources, resources and protect the results.

Can Tho City currently has 72 communes, of which 59/72 communes meet the NTM standards, 13/59 communes meet the advanced NTM standards and 2/13 communes meet the model NTM standards. Regarding the implementation of the One Commune One Product (OCOP) program, the city has 895 OCOP products, of which 4 OCOP products have achieved 5 stars, 242 OCOP products have achieved 4 stars and 649 OCOP products have achieved 3 stars.
