Ky Thuong commune was established on the basis of merging 3 communes: Ky Thuong, Dap Thanh and Thanh Lam. As a mountainous commune with a dominant agricultural and forestry economy , Ky Thuong has a natural area of 273.5 km2, a population of nearly 6,000 people, of which 97% are ethnic minorities. The whole commune has a total of 20 villages and hamlets; there are 33 party cells, with a total of 538 party members. In the commune, there are 7 schools, 3 medical stations and 1 sub-station. The whole commune has no poor households, there are 3 near-poor households. The average income per capita up to now has reached 72.1 million VND.
After more than 10 days of operating under the 2-level local government model, all work has been carried out smoothly and effectively. The process of receiving and processing administrative procedures has been smooth, in accordance with regulations and on time. Specialized departments and offices have performed well their assigned functions and tasks; the basic administrative information system is smooth.
The preparation work for the Commune Party Congress has been actively carried out, ensuring the set progress. Currently, the draft document has been completed and is being organized to collect opinions from Party cells, the Fatherland Front, and mass organizations. The service subcommittees, the propaganda and celebration subcommittees have held meetings, issued plans, operating regulations, assigned specific tasks and implemented according to the plan. On July 12, the commune will complete all congresses of its subordinate Party cells and is expected to organize the first Commune Party Congress, term 2025-2030, before July 30.
Through on-site inspection and working with the commune leaders, Comrade Vu Dai Thang, Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation, praised the initial results in operating the 2-level local government model of Ky Thuong commune. Overcoming the difficulties of a typical commune in the highlands and ethnic minority areas, the whole commune has started operating the model with a high sense of responsibility; the activities of the Party Committee, government, and mass organizations have taken place smoothly and smoothly; the staff has worked enthusiastically, and the facilities have been renovated and repaired.
Regarding the tasks in the coming time, the Provincial Party Secretary requested the Party Committee and the government of Ky Thuong commune to continue to do a good job in Party building and solidarity building in the Party to lead and direct the completion of assigned tasks. Cadres and Party members need to be flexible and creative in organizing operational models, promoting the spirit of solidarity, exemplary role, responsibility, and dedication, especially of the leader, so that the post-merger government apparatus must be an efficient, effective, and effective apparatus; contributing to building a strong political system, carrying out the task of socio-economic development associated with improving people's lives.
He also requested that local Party committees and authorities continue to stay close to the people, serve the people wholeheartedly, listen to and satisfactorily resolve pressing issues and legitimate aspirations of the people; pay attention to coordinating with the sector to advise the province to issue mechanisms and policies to care for people in ethnic minority areas; review and develop plans to arrange educational and medical facilities according to the general guidance of the province.
Regarding the organization of the congress, the Provincial Party Secretary also requested Ky Thuong commune to focus on preparing well for the Party Congress of the commune for the 2025-2030 term; study, exchange and discuss the congress documents thoroughly. With the 2-level government model posing higher requirements for the commune level, the draft political report is not only the accumulation of the 3 old communes but also needs to highlight the specific advantages of the new commune in a larger space; it is necessary to identify the strengths, conditions and characteristics of the locality, especially the advantages from the forest, from the different natural conditions to plan a suitable development strategy for the locality, towards becoming a sustainable forestry economic zone, developing ecotourism. The comrade noted the need to calculate inter-regional connectivity solutions to serve the industries and professions oriented for development in the coming time.
Sharing with the locality that still has many difficulties in terms of socio-economic development conditions, the Provincial Party Secretary affirmed that the province will always pay attention to accompanying and providing maximum support to Ky Thuong based on the locality's future development orientations.
