According to the results of the Open Budget Survey 2023 (OBS 2023) recently announced by the International Budget Partnership (IBP), Vietnam's budget transparency ranking continued to rise to 57/125 countries, up 11 places compared to the 2021 assessment and up 20 places compared to 2019.

In particular, all pillars are higher than the global average and have increased in points compared to 2021: the Budget Transparency pillar reached 51/100 points (the global average was 45/100 points, an increase of 7 points compared to 2021); the Public Participation pillar reached 19/100 points (the global average was 15/100 points, an increase of 2 points compared to 2021); the Budget Oversight pillar reached 82/100 points (the global average was 62/100 points, an increase of 2 points compared to 2021). The OBS 2023 ranking results show Vietnam's determination and efforts in enhancing budget transparency through the availability of budget documents and the full, accurate and timely disclosure of information throughout the entire budget process, from the budget estimates submitted to the National Assembly, the estimates approved by the National Assembly, the implementation status during the year, and the final accounts approved by the National Assembly. The content and forms of disclosure are diverse. In addition to the detailed disclosure of forms and state budget data, detailed explanatory reports and budget reports for citizens are also disclosed, designed in the form of charts and graphics, posted on the
Ministry of Finance 's Electronic Information Portal, the Budget Publicity Portal, printed publications, etc., to disseminate budget information to the largest number of people, creating favorable conditions for people to easily grasp the budget, increasingly attracting attention and further promoting people's participation in the budget process and budget supervision. It is noteworthy that in Vietnam's OBS 2023 results, there are 3 documents with high scores: Citizens' budget report with a maximum score of 100/100 points; State budget estimate decided by the National Assembly with 83/100 points; Report on State budget implementation in the year with 78/100 points. To achieve this result, the Ministry of Finance implemented a mechanism to directly collect people's opinions on the draft State budget estimate submitted to the National Assembly and developed a citizen budget report for this document, before the National Assembly decided on the State budget estimate. The State budget estimate after being decided by the National Assembly and during the process of managing the State budget estimate in the year are all publicly disclosed in a timely, complete and accurate manner, along with the budget report for citizens so that people have full information to monitor the budget. (address: https://ckns.mof.gov.vn) is regularly upgraded to provide timely and complete information and data on the State budget and support convenient exploitation and search, according to different information dimensions; at the same time, it is ready to receive comments from organizations and individuals in the process of developing State budget documents to submit to competent authorities for consideration and decision. Currently, the Ministry of Finance is organizing surveys to assess the implementation of local budget publicization according to the provisions of the 2015 State Budget Law, promptly grasp the difficulties, obstacles and proposals, recommendations of local authorities at all levels, as well as the needs and desires of the people regarding budget information to have a basis for advising, proposing amendments and supplements to regulations on budget publicization in accordance with Vietnamese practice and better meeting international practices. The Ministry of Finance continues to hope to receive comments and technical support from international organizations, domestic organizations and individuals to improve the mechanism and policies on State budget management in general and State budget transparency in particular; further attract people's attention to budget information and facilitate people to participate and contribute opinions to documents in the entire budget process and monitor budget implementation. Thereby, enhancing the responsibility of state management agencies in managing and using the State budget effectively, in accordance with regulations and accountability for public finance.
