Lesson 1: The Numbers of Public Opinion

The government 's program to eliminate temporary and dilapidated housing has been implemented vigorously by local authorities. Party committees and government agencies at all levels have clearly recognized that eliminating temporary and dilapidated housing not only provides shelter for vulnerable households and those in need of housing, but also creates a peaceful place to return to and settle down for poor households, helping them gradually rise out of poverty sustainably.

In the nationwide program to eliminate temporary and dilapidated houses, the spirit of mutual love and support among all segments of the population shone brightly once again. This solidarity within the community played a crucial role in helping local Party committees and authorities overcome many obstacles, especially solving the problem of land allocation for the elimination of temporary and dilapidated houses.

The family of Ms. Du Thi Phui, in An Khang village, Tan An commune (Chiem Hoa district, Tuyen Quang province), is one example. For many years, Ms. Phui has lived in an old wooden house at the bottom of a steep slope, which is flooded even with just a light rain.

Considering her circumstances, Ms. Phui was included in the list of those eligible for housing assistance in Tan An commune in 2025. However, the challenge lies in how to acquire land to support Ms. Phui's family in replacing their temporary dwelling.

Tan An commune is quite large (total area of ​​5,557.92 hectares), but the vast majority of its land has already been planned for specific uses, leaving less than 0.06 hectares of unused land in the entire commune. Converting the land use would take time, while the need to demolish Mrs. Phui's temporary house is urgent, especially with the 2025 rainy season approaching.

Understanding the plight of Mrs. Phui's family and sharing the difficulties faced by the commune, Mrs. Ha Thi Ban's family in Tan An village proactively donated over 100 square meters of land to the local authorities to support the removal of Mrs. Phui's temporary house. Thanks to this compassionate assistance, Mrs. Phui now has land to live on, and the local authorities and neighbors have joined hands to build a sturdy house for her.

Not only the family of Ms. Ha Thi Ban in Tan An commune, but also many households in Tuyen Quang province have voluntarily donated land to support local authorities in eliminating temporary and dilapidated houses for those in urgent need. Preliminary statistics from the Vietnam Fatherland Front Committee of Tuyen Quang province show that, from the beginning of the year until now, 10 families in the province have voluntarily donated land with a total area of ​​over 1,000 m2 to work with local authorities to eliminate temporary and dilapidated houses.

Not only in Tuyen Quang but in many localities across the country, with the spirit of "mutual support," many families have readily donated valuable land to help eliminate temporary and dilapidated houses. In Bac Giang, according to statistics from the Vietnam Fatherland Front Committee of the province, there are currently 40 households that have received land to build new houses from the nationwide program to eliminate temporary and dilapidated houses launched by the Prime Minister .

"Three strong points" in the hearts of the people.

The acts of kindness from all sectors of the population have further motivated and strengthened the resolve of Party committees and local authorities to "give homes to our compatriots." Along with mobilizing resources, localities are focusing on allocating land for housing to achieve the goal of eliminating temporary and dilapidated houses.

One of the challenges in achieving the goal of eliminating temporary and dilapidated houses in many localities today is the issue of land ownership, especially in mountainous areas. Reports from localities show that the process of supporting the elimination of temporary and dilapidated houses is facing several difficulties such as: some households are building temporary houses on agricultural land that has not yet been reclassified; houses are being built on protected forest land; households do not have land use right certificates;…

For example, in Huong Hoa district (Quang Tri province), the entire district has 1,190 households in need of housing support; of which 886 houses are under the nationwide program to eliminate temporary and dilapidated houses. However, after a review, the entire district has 673 households facing land-related issues.

In Dakrong district, the district's goal for 2025 is to support 3,017 households in replacing temporary or dilapidated houses. However, a review revealed that 52 households do not have land to live on, 1,068 households have built houses on land without land use rights certificates, and 730 households have built houses on land with land use rights certificates (residential land, perennial crop land, agricultural land) registered under the names of parents or relatives. In addition, 270 households have built houses on agricultural land or self-reclaimed land, and 68 households have built houses on production forest land or land managed by the commune People's Committee.

In light of this situation, in Directive No. 42-CT/TU dated January 15, 2025, on strengthening the leadership of Party committees at all levels over the program to eliminate temporary and dilapidated houses in the province, the Quang Tri Provincial Party Committee requested that authorities at all levels focus on providing financial support and land-related procedures to eliminate temporary and dilapidated houses, ensuring compliance with the provisions of the 2024 Land Law and the practical situation of the locality; especially in mountainous areas and ethnic minority regions, ensuring the legal basis for implementing housing support and helping people stabilize their lives as soon as possible.

Following the directives of the Provincial Party Committee and mobilizing resources, localities in the province have focused on supporting legal procedures to ensure people have land for housing in accordance with the Land Law. As a result, the progress in eliminating temporary and dilapidated houses in the province is being accelerated. Quang Tri province is determined to achieve the goal of eliminating 7,663 temporary and dilapidated houses in the province before June 30, 2025, two months earlier than the initial target (before August 30, 2025).

Similar to Quang Tri, other localities across the country are focusing on resolving difficulties regarding land allocation for housing to eliminate temporary and dilapidated houses. Even in Hanoi – where land is extremely valuable – the allocation of land to support families facing housing difficulties is being urgently implemented. Most recently, on May 14, 2025, the Hanoi People's Committee issued Document No. 1960/UBND-NNMT on the allocation of land for housing construction for households facing land-related difficulties to eliminate temporary and dilapidated houses.

Specifically, the Hanoi People's Committee requires the district-level People's Committees (or commune-level People's Committees after reorganization) to review and prioritize the allocation of residential land to households facing difficulties in accessing housing, based on current regulations. This should be done through land allocation without auctioning the land use rights, and with exemptions or reductions in land use fees as stipulated in the 2024 Land Law. Simultaneously, land-related procedures (land subdivision, land registration, issuance or exchange of land use right certificates, ownership certificates for assets attached to land, etc.) should be carried out using a streamlined process and without charge.

Thanks to the decisive direction and management of the Government and the Prime Minister, and the diligent efforts of local authorities, the work of eliminating temporary and dilapidated houses has achieved great results. According to an updated report from the Ministry of Ethnic Minorities and Religions, as of June 7, 2025, the whole country had provided support to eliminate 205,115 temporary and dilapidated houses; of which, 147,261 have been completed and 57,854 are in the process of being started or under construction.

These "three-solid" houses, built under the humane policies of the Party and State, and out of genuine solidarity and national solidarity, truly serve as a "foundation" to help each citizen and each family continue to strive for a better future. A "three-solid" house provides stable housing for the people, while also strengthening their trust in the Party and the State.

As Major General Nguyen Hong Nguyen, Deputy Chief of the Office of the Ministry of Public Security, shared at the seminar "Homes for the People: Extraordinary Efforts" organized by the Government's Electronic Information Portal on the afternoon of June 3, 2025; "These houses, though not large, probably have the three solid elements: a solid roof, solid walls, and a solid foundation. Perhaps these 'three solid elements' also represent the unwavering revolutionary spirit, the steadfast loyalty to the Party, and the unwavering commitment to building a prosperous and thriving Vietnamese society, entering a new era, an era of steady and resilient growth."
