This is one of the points in the document issued by the People's Committee of District 7, Ho Chi Minh City, regarding the rectification of fundraising, sponsorship, and the use of operating funds by the parent-teacher association.
According to the document, the People's Committee of District 7 clearly stated the responsibilities of the principal who was criticized by the public and the press.
Specifically, the school principal must conduct a review of individual responsibilities and provide explanations, identifying the responsibilities for any violations that occurred during the implementation process. Based on this, the principal must propose appropriate disciplinary measures, especially regarding the responsibility of the head of the unit for allowing violations to occur due to ignorance or failure to address them promptly…
The People's Committee of District 7 also requested that the principals of kindergartens, primary schools, and secondary schools quickly review the activities of the parent-teacher associations in each class, report on their implementation, and report on the receipt of donations at their respective schools.
"Principals of educational institutions must specifically assign members of the school's leadership to be responsible for communicating and speaking out when incidents occur at the institution, absolutely not allowing individuals who are not responsible within the institution to speak and affect the work and activities of the school," the document from the District 7 People's Committee noted.
In addition, the District 7 People's Committee requested the Department of Education and Training to advise the District People's Committee to establish an inspection team and conduct an inspection of the revenue and expenditure situation at the beginning of the school year. The inspection aims to promptly rectify the situation of excessive fees or collection of fees contrary to regulations; and to strictly handle principals of educational institutions that collect and spend money improperly.
"The Department of Education and Training is responsible for assigning members of the department's leadership to monitor and promptly handle information from the public regarding violations in the collection, expenditure, and fundraising activities at educational institutions at the beginning of the year," the District 7 People's Committee stated.
Recently in Ho Chi Minh City, some parent-teacher associations have been proposing excessively high fees, collecting money indiscriminately and coercing parents, causing resentment and prompting complaints to the media.
