On the morning of February 26, a representative of the Traffic Police Department ( Ministry of Public Security ) said that the traffic police force is the only unit with the task and authority to operate, exploit, and control traffic lights to serve the work of ensuring traffic order and safety, and preventing and resolving traffic jams.
The traffic police unit assigned to control traffic lights or responsible for ensuring traffic order and safety through the traffic light system in a particular area is responsible for operating, exploiting, and controlling traffic lights in that area.
Traffic police coordinate with road management agencies, road managers and users according to assignment decisions, projects, and installation and management projects of the Provincial People's Committee and the Ministry of Transport to manage, maintain, repair, and maintain facilities, traffic light system infrastructure, traffic light centers, and share traffic light system data according to regulations.
The representative of the Traffic Police Department also said that during operation, the force will proactively adjust the light cycle, light signals, and traffic light phase transition time to serve the work in cases of supporting the convoy or in the situation of traffic order and safety, complicated traffic congestion, broken or faulty light systems, light cycles, and traffic signal programs.
"Prioritize switching traffic lights to flashing yellow mode and assigning officers to directly command and control traffic in the above cases," emphasized a representative of the Traffic Police Department.
In addition, the traffic police force also proactively controls traffic lights in accordance with the traffic order and safety situation in the management area and establishes a traffic light signal program according to the "green wave" model for eligible routes to increase vehicle circulation capacity.
Review and evaluate intersections with traffic lights installed. If qualified, recommend that the transport sector install additional lights and turn signals, design and mark priority lanes for vehicles turning, and limit traffic congestion caused by vehicles waiting at red lights.
Notably, traffic police will strictly handle acts related to traffic light signals. There will be no handling of acts of failure to comply with traffic light signals in cases where the light signal, light cycle, or traffic light signal program is faulty, giving way to priority vehicles on duty as prescribed, complying with the orders of traffic police commanding and controlling traffic or in other urgent situations.
Traffic police proactively detect, provide information, coordinate investigations, and strictly handle acts of illegal intervention, impact, control, or abuse of power and position to illegally control traffic lights.
