Strictly handle the case of 'forgetting thousands of billions' when equitizing enterprises under the Ministry of Construction

Deputy Prime Minister Le Minh Khai has just directed the Ministry of Construction to strictly handle violations mentioned by the Government Inspectorate in the inspection conclusion on the implementation of arrangement, equitization, and divestment at affiliated state-owned enterprises.

The Government Office has just sent a document to the Government Inspectorate, the Ministries of Finance, Construction, the State Capital Management Committee at Enterprises, the People's Committees of relevant provinces and cities, and the corporations under the Ministry of Construction regarding the implementation of inspection conclusion 1229 related to equitization and divestment of state capital at corporations in the construction industry.

The equitization of Song Da Corporation, according to the inspection conclusion, had some violations.

The Deputy Prime Minister requested the Government Inspectorate to take full responsibility for the conclusion of inspection 1229, ensuring accuracy, objectivity, and compliance with the law, and preventing loss of state assets.

The Ministry of Construction and the corporations: Vicem, Lilama, VNCC, Licogi, CC1, Coma, Hancorp, and Song Da are required to strictly implement the inspection conclusions in accordance with legal regulations and strictly handle violations. These companies are responsible for inspecting and reviewing the implementation of the arrangement, equitization, and divestment of enterprises in accordance with legal regulations, to prevent loss of capital and state assets.

For the Ministry of Finance, the State Capital Management Committee at Enterprises, and the People's Committees of Hanoi, Ho Chi Minh City, Ba Ria - Vung Tau, Binh Duong, Dong Nai, Ha Tinh, and Thanh Hoa, the Deputy Prime Minister requested that regulations on land management be strictly implemented for the land areas assigned to state-owned corporations under the Ministry of Construction, and that state assets not be lost during the equitization process.

Previously, in the conclusion of inspection 1229, the Government Inspectorate pointed out violations in the equitization process of state-owned corporations under the Ministry of Construction, typically financial violations, not fully determining the value of enterprises, "forgetting thousands of billions" in the process of selling state capital; violations in land management at state-owned corporations in the construction industry.

The Government Inspectorate has recommended transferring to the Ministry of Public Security to investigate and handle two cases of financial and land management violations, showing signs of causing losses to the state budget at the parent company and subsidiaries of the Construction Mechanical Corporation (Coma) and the Vietnam Water and Environment Investment Corporation (Viwaseen).

Regarding this recommendation of the Government Inspectorate, the Deputy Prime Minister directed the inspection agency to implement it within its authority and in accordance with legal regulations.
