Coordinate to form a prevention mechanism to make it 'impossible' for corruption, waste, and negativity

On the afternoon of September 17, in Hanoi, the Central Internal Affairs Committee and the Government Inspectorate held a conference to review 10 years of implementing the Coordination Regulations in internal affairs and anti-corruption and negativity work.

Member of the Politburo, Secretary of the Central Committee of the Party, and Head of the Central Internal Affairs Commission Phan Đình Trạc attended and chaired the conference. Also present was Member of the Central Committee of the Party and Inspector General of the Government Đoàn Hồng Phong.

According to the report presented at the conference, in recent years, the Party and State have persistently and decisively implemented the fight against corruption, waste, and negative phenomena, achieving many outstanding results and making a significant contribution to the building and rectification of the Party, socio-economic development, and strengthening the trust of cadres, Party members, and the people in the Party. The signing and implementation of the Coordination Regulation No. 03-QCPH/BNCTW-BCSĐTTCP dated March 12, 2015, by the Central Internal Affairs Commission and the Party Committee of the Government Inspectorate (now the Party Committee of the Government Inspectorate) has significantly contributed to the Party and State's efforts in combating corruption, waste, and negative phenomena; and has helped both agencies fulfill important political tasks within their respective functions, duties, and powers.

Over the past 10 years, the Central Internal Affairs Commission and the Government Inspectorate have collaborated in advising on and perfecting the institutional framework for preventing and combating corruption and waste, with many important regulations such as: controlling conflicts of interest, accountability of leaders, transparency, and control of assets and income. The two agencies have actively coordinated and implemented the work program and plan of the Central Steering Committee on preventing and combating corruption and negative phenomena, and the annual inspection plan of the Government Inspectorate, ensuring both comprehensiveness and focus on key areas prone to corruption, waste, and negative phenomena, as well as pressing issues and matters of public concern. They have also proposed to the Politburo, the Secretariat, and the Steering Committee major policies, viewpoints, and orientations of the Party and State on internal affairs, preventing and combating corruption, waste, and negative phenomena, inspection, citizen reception, and handling complaints and denunciations, etc.

Speaking at the conference, Head of the Central Internal Affairs Commission Phan Dinh Trac emphasized that the coordination between the two agencies over the past 10 years has been carried out regularly, with a focus and effectiveness, making a practical contribution to creating strong changes in the fight against corruption, waste, and negative phenomena, and in building and rectifying the Party and the political system. As a result, the position and prestige of the two agencies have continuously improved.

The two agencies have focused on coordinating and advising on the improvement of institutions, especially those related to preventing and combating corruption, waste, and negative practices. This has contributed to gradually forming a strict prevention mechanism to make corruption, waste, and negative practices "impossible," with regulations on controlling conflicts of interest; the responsibility of heads of agencies and units when corruption occurs; transparency, accountability, and responsibility in the public service activities of agencies, organizations, and individuals; control of assets and income; Party regulations on controlling power in inspection, auditing, investigation, prosecution, trial, and execution of judgments; in lawmaking, management, and use of public finances and assets; and on setting examples and revolutionary ethical standards for cadres and Party members. In addition, the two agencies have also collaborated to make numerous recommendations to address loopholes and inadequacies in socio-economic mechanisms, policies, and laws.

"In particular, we have coordinated with the Steering Committee to direct inspections, uncovering many violations and transferring numerous cases of corruption, waste, and negative practices to investigative agencies for strict handling, in accordance with the coordination mechanism for detecting and handling corruption, waste, and negative practices of the Steering Committee," the Head of the Central Internal Affairs Commission stated.

Most recently, regarding the construction projects for the second facilities of Bach Mai and Viet Duc hospitals, following a recommendation from the Government Inspectorate, the investigating agency has initiated a criminal case and prosecuted many related individuals. Simultaneously, the two agencies are coordinating to review and inspect projects facing difficulties, obstacles, delays, long-standing issues, low efficiency, and risks of waste and losses, in accordance with the directives of General Secretary To Lam (the Government Inspectorate has issued Plan 1505/KH-TTCP dated July 22, 2025, for implementation).

Regarding some key tasks in the coming period, the Head of the Central Internal Affairs Commission, Phan Dinh Trac, emphasized that internal affairs work, the fight against corruption, waste, and negative phenomena are extremely difficult and complex tasks; they are the responsibility of Party committees, Party organizations, and the entire political system. In particular, the Central Internal Affairs Commission and the Government Inspectorate are core agencies to advise the Party and the State on resolutely and persistently promoting the fight against corruption, waste, and negative phenomena, maintaining strict discipline and order, building a clean and strong Party and political system, and contributing to consolidating the people's trust and attachment to the Party, the State, and the socialist regime.

The Head of the Central Internal Affairs Commission suggested that in the coming period, the two agencies should further enhance the effectiveness of coordination in advising on the development and improvement of institutions for preventing and combating corruption, waste, and negative phenomena, as well as in inspection, citizen reception, and handling complaints and denunciations. “Actively coordinate in reviewing, identifying, and recommending solutions to loopholes and inadequacies in mechanisms, policies, and laws that have led to violations, corruption, waste, and negative phenomena in the past, preventing violations from recurring, and contributing to the improvement and resolute implementation of a comprehensive, effective, and efficient institutional framework for preventing and combating corruption, waste, and negative phenomena,” the Head of the Central Internal Affairs Commission emphasized.
