More decisive, more effective, more sustainable
In his concluding remarks at the conference, General Secretary To Lam warmly praised and highly appreciated the efforts, achievements, and results obtained in the fight against corruption, waste, and negative phenomena during the 13th Party Congress term. The General Secretary also pointed out that alongside the achievements, there are still shortcomings and limitations. Therefore, the General Secretary requested that responsibilities be clearly defined, and plans and measures be developed to effectively overcome these issues, ensuring they do not recur and absolutely not be repeated in the future.
Regarding key tasks for the coming period, the General Secretary pointed out that corruption is an "inherent defect" of power, an "internal enemy" threatening the purity of the Party and the survival of the regime. This is a struggle within each individual, each agency, organization, unit, and locality, which is very difficult and complex, requiring high political determination, decisive action, perseverance, and continuity.

The General Secretary emphasized that in the coming period, many large-scale projects will be implemented, and many new policies and guidelines will be applied with more open mechanisms to promote socio-economic development. Alongside these positive aspects, there will also be potential risks of corruption, waste, and negative practices if not strictly controlled. Therefore, we must absolutely not be complacent or satisfied with the results achieved. The general spirit is to be more decisive, more effective, and more sustainable.
"We must be resolute and persistent in the fight against corruption, waste, and negative phenomena, with no forbidden zones and no exceptions, and with the highest political determination from the Central Committee to the grassroots, contributing to building a truly clean and strong Party and political system, meeting the requirements of national development in the new period," the General Secretary emphasized.
The greater the power, the stricter the oversight must be.
The General Secretary clearly stated three general requirements in the fight against corruption, waste, and negative phenomena: firstly, to prioritize national interests and the interests of the people; secondly, to contribute to building a clean, strong, efficient, effective, and truly honest Party and political system that serves the people and promotes national development.
At the same time, the fight against corruption, waste, and negative phenomena must be resolute, persistent, regular, and continuous, with strict but humane handling, without any forbidden areas or exceptions. Simultaneously, we must protect innovative and creative officials who dare to think and act for the common good, preventing the fear of making mistakes or taking responsibility from hindering development. Furthermore, we must shift strongly towards prevention, prioritizing prevention; promoting the role and fighting spirit of Party organizations and branches, and the supervision of the people to uphold the exemplary responsibility of leaders; proactively identifying, predicting, and warning of violations early, from afar, and at the grassroots level, preventing small violations from accumulating into major ones, and preventing the recurrence of past violations.

Regarding the five key tasks, the General Secretary proposed implementing comprehensive preventive measures from the outset, from the root, to eliminate corruption, waste, and negative practices. Prevention must become a mandatory requirement in all programs, plans, and tasks related to Party building, the political system, and socio-economic development of each agency, organization, unit, locality, and Party branch. The mechanism for controlling power in all fields must be further improved; the higher the power, the stricter the supervision. The mechanism of "request-and-grant" must be completely eliminated, loopholes closed, and no vested interests allowed to infiltrate or manipulate policies, plans, and legal documents. Measures for transparency, accountability, responsibility, and control of assets and income must be implemented effectively and efficiently; self-inspection and supervision must be strengthened at the grassroots level and within Party branches.
Persistently promoting education, practicing a culture of integrity, and fostering conditions that ensure cadres and Party members do not need or want to engage in corruption, waste, or negative behavior are crucial. According to the General Secretary, integrity education must become a regular practice and a mandatory requirement at all levels of education, in every Party organization, agency, and unit. A strategy and resolute action plan must be developed to achieve the goal of building an honest nation and society with three key pillars: honest institutions, honest public service, and an honest workforce of officials and civil servants. Strong reforms to salary and housing policies are needed soon to ensure a decent standard of living so that cadres and Party members do not need to engage in corruption, waste, or negative behavior.
The General Secretary also emphasized the continued proactive approach to detecting and strictly and comprehensively handling acts of corruption, waste, and negativity, based on the principle of no forbidden zones, no exceptions, no favoritism, and no one being allowed to cross the "red line." He stressed the need to strengthen the fight against corruption, waste, and negativity at the local level; and to ensure the building of a truly honest, people-oriented, and people-serving local government apparatus at both levels.
3 breakthroughs in the fight against corruption, waste, and negative practices.
The General Secretary pointed out three breakthroughs in the fight against corruption, waste, and negative phenomena. Firstly, a breakthrough in institutional reform. Accordingly, it is necessary to focus on immediately addressing loopholes and shortcomings in legal regulations and Party regulations to avoid blaming the legal mechanism when violations occur; and to promptly finalize the set of indicators for evaluating the effectiveness of the fight against corruption, waste, and negative phenomena.
Secondly, a breakthrough in personnel work is necessary. We must focus on effectively implementing the Politburo's new regulations on personnel work, tightening discipline and order, strengthening personnel management and supervision, and resolutely removing from the system those officials who are corrupt, wasteful, negative, shirk responsibility, or afraid to act. Every Party member and official, especially the heads of Party committees at all levels, must be exemplary, conscientiously adhere to the organization, comply with regulations, overcome temptations, and clearly understand that public funds belong to the people and public power is for the people. Everything must originate from the people and be for the people; it must not be for personal gain or affect the people's trust. Anyone who engages in corruption, wastefulness, negativity, or hinders innovation and the country's development is not only guilty of a grave offense but also of crimes against the Party, the State, and the people, and will certainly be severely punished.
Thirdly, according to the General Secretary, there must be breakthroughs in the application of science and technology and digital transformation, ensuring openness, transparency, accountability, focusing on building a digital government, a digital society, and digital citizens, perfecting databases, expanding electronic invoices, bidding, auctions, and public disclosure on digital platforms, controlling assets and income using technology with a mechanism and roadmap to ensure asset transparency throughout society, promoting cashless payments, and controlling large transactions through the banking system...
The General Secretary urged every Party member and official to set an example of self-reflection and self-correction, and to cultivate integrity. Each agency should build a transparent and disciplined working environment. Every citizen should continue to accompany, monitor, and contribute to this important endeavor. With the highest political determination and the unwavering support of the people, the General Secretary expressed confidence that corruption, waste, and negative phenomena will continue to be pushed back, contributing to the successful implementation of the Party's 14th National Congress Resolution; building a truly ethical and civilized Party, and a prosperous, civilized, and happy nation, steadily advancing towards socialism.
At the conference, General Secretary To Lam and other Party and State leaders awarded medals of various kinds to 35 collectives and 56 individuals who had achieved outstanding results in the fight against corruption, waste, and negative phenomena.
