As is customary, in the early days of the new year, residential areas in Hanoi hold people's representative conferences to discuss building cultural life at the grassroots level. The discussions focus on developing cultural institutions, local regulations, and customs to create increasingly civilized and prosperous residential areas.

In the atmosphere of the early days of the new spring, Tuong Chuc village, Ngu Hiep commune (Thanh Tri district) held a people's representative conference to discuss the construction of cultural life at the grassroots level in 2025. Mr. Vu Van Luyen - Head of Tuong Chuc village - said that in 2024, the resolution of the village's people's representative conference was focused on by the Party branch. The Front Committee and mass organizations implemented it effectively, receiving enthusiastic support and active participation from the people. The village's Front Committee innovated and applied information technology in propaganda work through various forms, implementing the resolution with a focus on key areas linked to the socio -economic development tasks of the commune, contributing to the successful implementation of the resolution set forth by the 2024 people's representative conference.

With the motto "The people know, the people discuss, the people do, the people inspect, the people supervise, and the people benefit," the villagers have united to participate in economic development, achieving an average per capita income of 80 million VND/person/year; social welfare activities are given attention, and there are no longer any near-poor households in the village. The people have truly exercised their right to self-governance by participating in discussions and building cultural institutions, local regulations, and customs associated with the "All people unite to build a cultured life" movement, the two codes of conduct of the city, and the "All people unite to build new rural areas and civilized urban areas" campaign.

Ms. Tran Thi Van, Chairwoman of the Vietnam Fatherland Front Committee of Thanh Tri District, stated that in order to leverage the combined strength of the entire political system and society in implementing movements and campaigns, contributing to building Thanh Tri District into a prosperous, beautiful, and civilized district, the Vietnam Fatherland Front Committee of Thanh Tri District has developed a joint plan to organize people's representative conferences to discuss the construction of grassroots cultural life in 2025. Accordingly, the 2025 people's representative conferences will be held from villages and residential areas to communes and towns, focusing on key contents including: disseminating the Resolutions of the Vietnam Fatherland Front Congress at all levels for the 2024-2029 term; the Party Congresses at all levels for the 2025-2030 term, leading up to the 14th National Congress of the Party; and major national holidays. Disseminating the results of implementing the contents of the campaigns and patriotic emulation movements led and coordinated by the Vietnam Fatherland Front at all levels, focusing on the "All people unite to build new rural areas and civilized urban areas" campaign, the "Vietnamese people prioritize using Vietnamese goods" campaign, and various "Social Security" funds.

According to the plan, people's representative conferences at the village and neighborhood level will be held from January 2nd to February 28th, 2025; and at the commune level from March 1st to March 10th, 2025. After the conferences, the People's Committee and the Vietnam Fatherland Front Committee of the communes and towns will compile the suggestions and proposals of the people's representatives, report them to relevant organizations and agencies, and submit a report to the Standing Committee of the Vietnam Fatherland Front Committee of Thanh Tri District before March 12th, 2025.

In Long Bien district, to build cultural life at the grassroots level, people's representative conferences are also organized in all residential areas throughout the district. Ms. Nguyen Thi Cham, Chairwoman of the Vietnam Fatherland Front Committee of Ngoc Thuy ward, said that in 2025, the theme of the people's representative conference will be discussing measures to "Build cultural life, improve the quality of the urban environment and digital transformation, build a civilized urban ward, and create bright, green, clean, and beautiful residential areas," continuing to implement Long Bien district's 2025 theme "Year of Action for Urban Landscape, Environment, and Digital Transformation." Therefore, residential areas in the district have developed action programs with key contents focusing on effectively implementing the "All People Unite to Build New Rural Areas and Civilized Urban Areas" campaign, linked with building bright, green, clean, and beautiful residential areas, and the model of "United, Consensusful, Secure, Safe, Prosperous, and Happy Residential Areas." In addition, we will effectively implement the standards and criteria for building culturally exemplary families and residential areas, striving to maintain the title of culturally exemplary residential area in 2025. We will actively disseminate the six regulations on grassroots democracy, the regulations of the residential area, and the decisions of the Ward People's Committee, as well as strictly implement the Code of Conduct of the City People's Committee.

According to Ms. Nguyen Lan Huong, Chairwoman of the Vietnam Fatherland Front Committee of Hanoi City, to ensure the smooth organization of the People's Delegates Conference at the city level, in implementing Directive No. 17 dated April 11, 2017, of the Hanoi City Party Committee on strengthening the Party's leadership over the "National Solidarity Movement for Building New Rural Areas and Civilized Urban Areas"; and the key work program of the entire term of the Hanoi City Party Committee's Executive Committee, 17th term, 2020-2025, the Hanoi City People's Committee and the Vietnam Fatherland Front Committee of Hanoi City have issued a joint plan to organize the People's Delegates Conference in 2025. Therefore, after organizing the conference, the People's Committee and the Vietnam Fatherland Front Committee at all levels will compile the suggestions and proposals of the People's Delegates, report them to relevant organizations and agencies, and submit them to the Standing Committee of the Vietnam Fatherland Front Committee of Hanoi City. Therefore, paying attention to and resolving each issue and each suggestion of the people demonstrates the determination of the Vietnam Fatherland Front at all levels. Along with the timely involvement of various sectors and the people, the building of cultural life in each residential area will improve, making the capital city increasingly civilized and modern.
