Develop a complete import-export ecosystem, supporting businesses to effectively participate in the global value chain

In Decision No. 165/QD-TTg of the Prime Minister approving the Project, the Government set the goal of restructuring the Industry and Trade sector as follows: “Promoting economic restructuring, improving productivity, quality, added value and competitiveness of the sector. Creating new growth drivers associated with qualitative changes in the growth model of the Industry and Trade sector and a dynamic, effective, modern and highly adaptive state governance model to carry out industrialization, modernization, rapid and sustainable development. Striving to become a country with modern industry by 2030, belonging to the group of countries with high industrial competitiveness”.

To achieve this goal, the Government has issued 05 guiding viewpoints on the approach to restructuring the sector; 05 specific goals; 05 groups of tasks; 05 groups of solutions. The restructuring project of the Industry and Trade sector is implemented in 05 sectors and fields assigned to it, namely: industry, energy, import and export, domestic market and international economic integration.

In the 05 major strategic orientation groups on the development of the Industry and Trade sector in the period up to 2030, there is a task group "Focusing on upgrading and developing supply chains and value chains of industries based on comparative advantages at the national, regional and local levels to increase added value and strengthen the autonomy of the Industry and Trade sector".

Regarding import and export activities, the Project requires: Upgrading and developing a complete import and export ecosystem to support businesses to effectively participate in the global value chain; Developing a synchronous and effective logistics infrastructure system serving import and export to optimize production and trade connections, making Vietnam a regional production and logistics center; Improving the ability to meet regulations and high quality standards of export markets, especially requirements on environmental protection, low carbon, labor and trade unions; Strengthening export capacity for localities; Developing new export regions and locations associated with the restructuring of industries towards concentrated specialization.

Promote the export of Vietnamese products that have advantages and enjoy many incentives in FTAs

In order for Vietnam's import and export of goods to continue to make a breakthrough in 2024, according to Director of the Institute for Strategy and Policy Research Nguyen Van Hoi, the Government and relevant ministries and branches need to continue to remove difficulties for businesses, promote production development on the basis of closely following the production situation of industries, fields, and some key industrial localities, promptly grasp and remove difficulties to promote production development to create sources of goods for export; Restructure export industries towards improving quality, added value and sustainable development (aquaculture, rice, etc.).

In addition, it is necessary to organize connections for domestic enterprises to participate in the supply chains of large global FDI enterprises investing in Vietnam; Support enterprises, especially small and medium enterprises, to recover and develop production through facilitating administrative procedures, accessing credit, and providing more open loans for enterprises. At the same time, promote negotiations, sign FTAs, commitments, new trade links, sign FTAs with other partners with great potential to diversify markets, products, and supply chains; Support enterprises to take advantage of commitments in FTAs.

Vietnamese enterprises need to promote the export of products in which Vietnam has advantages and enjoys many incentives in FTAs, especially new generation FTAs; Diversify and improve the quality of export goods to increase the competitiveness of Vietnamese goods; Focus on investing in processing to increase the added value of exported goods; Proactively control quality, food hygiene and safety, and trace the origin of products before exporting.

Along with that, businesses need to promote digital transformation, green transformation, towards the "greenness" of the supply chain to meet the strict requirements of the export market; Perfect the production chain, improve the quality of supply sources and develop exports towards increasing added value, reputation and brand; Actively learn and update information about the export market...

Thus, along with investment, production, domestic trade and services, the strong growth of import and export in recent years is an important factor in maintaining a stable economic development. Import and export are closely linked to and are an inevitable consequence of the process of opening up and integrating into the international economy. Import and export contribute to promoting the economic restructuring towards modernization, industrialization and sustainability. Import and export help to exploit the maximum potential and advantages, forming a new driving force, making Vietnam a center of commodity production in the world .

Export growth is stable, trade balance is healthy and reasonable

Speaking at the “Cross-border e-commerce forum 2024”, Mr. Tran Thanh Hai - Deputy Director of the Import-Export Department, Ministry of Industry and Trade said that the Strategy for import and export of goods to 2030 was issued in Decision 493/QD-TTg dated April 19, 2022 of the Prime Minister. After the Government issued the Action Program, ministries, branches and localities issued specific implementation plans.

The strategy for import and export of goods until 2030 sets specific targets: Export growth rate of goods from 6-7%/year and import growth from 5-6%/year; Export growth is stable while the trade balance is healthy and reasonable. In particular, balancing the trade balance in the period of 2021-2025, moving towards maintaining a sustainable trade surplus in the period of 2026-2030; aiming for a healthy and reasonable trade balance with key trade partners.

According to the Deputy Director of the Import-Export Department, the trade balance is currently in surplus, and there are also periods of trade deficit. Although this is not unusual, it is important not to create too large fluctuations.

In terms of market, the strategy also sets a target of striving for the European market to reach 17% of export turnover, Asia to reach 50%, America to reach 32-22%... At the same time, it is necessary to maintain advantageous export products such as textiles, footwear, but in those products, it is necessary to promote value increase.

The orientation set for the Import-Export Strategy to 2030 is to promote comparative advantages; Promote the shift in commodity structure; Focus on high value-added goods; Proactively adjust the import pace; Control the quality of imported goods; Diversify markets; Effectively exploit FTAs; Promote the exploitation of potential markets...
