Ynet said the area is 4% smaller than the boundary outlined in the “yellow line” of President Trump’s original plan. Israel will also withdraw its troops from Gaza City. The agreement with Hamas excludes the release of Palestinians involved in the October 7, 2023 attack, as well as those considered leaders of Palestinian armed organizations.

Temporary tents for Palestinians evacuated from conflict in Gaza City on September 1, 2025.

Some sources also said that under the deal, Israel will release nearly 1,950 Palestinian prisoners in exchange for 20 hostages being held by Hamas. International media quoted a senior Hamas official as saying that among the released Palestinian prisoners, 250 are serving life sentences and 1,700 have been held since the conflict began. The exchange will take place within 72 hours of the deal being implemented.

A precondition for the release of the hostages is that the Israeli army must withdraw to agreed lines in Gaza. Saudi Arabia's Al-Hadath channel said the 72-hour countdown will begin as soon as Israel ratifies and implements the withdrawal. The agreement also includes opening the Rafah border crossing in both directions and allowing Palestinian patients and wounded to be transferred to Egypt for treatment. During the first five days of the ceasefire, at least 400 aid trucks will be allowed into the Gaza Strip each day, with the number gradually increasing in the following days.

Israeli Prime Minister Benjamin Netanyahu said he would convene a cabinet meeting at 3 p.m. local time on October 9 (7 p.m. Hanoi time) to ratify the agreement. An hour later, the agreement will be presented to the full government session for review and formal approval.

Following the news that Israel and Hamas reached an agreement on the first phase of a peace plan in the Gaza Strip, world leaders welcomed the agreement and appreciated the efforts of all parties.

In a statement, Palestinian Authority (PA) President Mahmoud Abbas expressed hope that the efforts will be a stepping stone towards a lasting political solution, ending the Israeli occupation and leading to the establishment of a Palestinian state based on the 1967 borders. At the same time, Mr. Abbas thanked US President Donald Trump as well as all mediators and offered his support to ensure the success of the agreement. President Abbas stressed the importance of all parties quickly committing to signing the agreement and releasing all hostages and prisoners.

The European Union (EU) High Representative for Foreign Affairs and Security Policy, Kaja Kallas, said the agreement was an important diplomatic achievement and a real opportunity to end the conflict and free all hostages. Ms. Kallas affirmed that the EU will do everything possible to support the parties involved in implementing the agreement.

Argentine President Javier Milei welcomed the deal and said he would nominate Mr Trump for the Nobel Peace Prize, while Canadian Prime Minister Mark Carney expressed "relief that the hostages are going to be reunited with their families" and urged all sides to quickly implement the terms reached. British Prime Minister Keir Starmer said he would support these immediate steps and the next phase of negotiations to ensure the plan is fully implemented.

For his part, Indian Prime Minister Narendra Modi praised the agreement, hoping that the release of hostages and increased humanitarian assistance to the people of Gaza would pave the way for lasting peace. Japanese Chief Cabinet Secretary Yoshimasa Hayashi called it an important step towards easing the situation and achieving a two-state solution. New Zealand Foreign Minister Winston Peters called it a positive first step towards ending suffering, while Hungarian Foreign Minister Peter Szijjarto called the new Gaza deal “excellent” and praised President Trump’s efforts to resolve and achieve a breakthrough in releasing the hostages.
