
Approximately 1.4 million people are expected to receive free routine health check-ups and screenings, including: students attending schools in the province, children; people aged 18 to 60; and people aged 60 and over. Of these, over 500,000 belong to priority groups (people with disabilities, war veterans, people with chronic diseases, etc.).
The implementation in 2026 will be divided into two phases. Phase 1 from May 25th to June 30th and Phase 2 from July 1st to November 15th at health stations, health centers, schools, cultural centers, sports arenas, etc. (depending on the actual situation of each locality and the guidance of the Department of Health, in accordance with current regulations); at regional general hospitals, specialized hospitals, etc.
The plan aims to achieve 100% of the target groups under management being listed, monitored, and organized for regular health check-ups or screenings at least once a year according to the Government 's roadmap; 100% of communes, wards, and special zones implementing regular health check-ups or screenings for residents in their areas; striving for 100% of people's electronic health records to be fully updated, in the correct format, and connected to the health care management information system of the grassroots health care system; 100% of health check-up results to be linked with the health check-up database, the information system on managing health care activities, the national health database, and the data receiving portal of the health insurance claims information system; and ensuring the unified creation of electronic health records integrated into the VNeID application.
Through this initiative, we ensure that residents of Quang Ninh province receive regular health check-ups, screenings, or free health examinations at least once a year according to a suitable schedule; early detection of diseases, management of illnesses to proactively prevent and treat them promptly, reducing morbidity, mortality, and the burden of healthcare costs for the people. Simultaneously, we aim to build and perfect a unified electronic health database throughout the province, synchronously connecting with the national health database; enhance the capacity for managing the health of the entire population throughout their lifecycle, ensuring that all citizens have access to comprehensive, continuous, equitable, convenient, and quality healthcare services from the primary healthcare level, contributing to improved physical health and life expectancy, and meeting the requirements of sustainable development of the province.
