1. Officially change the name of Citizen Identification Card to Identity Card (Article 3)..
2. Validity of issued Citizen Identification Cards and Identity Cards (Article 46):
Citizen Identification Cards issued before July 1, 2024 are still valid until the expiration date stated on the card. Citizens can exchange their ID cards for new ones if needed.
Citizen Identification Cards and Identity Cards that expire from January 15, 2024 to before June 30, 2024 will continue to be valid until June 30, 2024.
Legal documents issued using information from the Identity Card and Citizen Identification Card remain valid.
3. 9-digit ID cards expire from January 1, 2025 (Article 46):
Valid ID cards can be used until December 31, 2024.
4. Remove hometown and fingerprint information from ID cards (Article 18): :
The new ID card has removed information on hometown, permanent residence, fingerprints, and identifying features, replacing them with information on place of birth registration and place of residence.
5. Expanding the subjects eligible for ID cards (Articles 18 and 19):
Vietnamese citizens under 14 years old are issued ID cards upon request.
Vietnamese citizens are not eligible to register for permanent residence or temporary residence if their current residence information is updated in the National Population Database.
6. Issuing ID cards to people under 6 years old (Article 23):
Legal representatives carry out procedures for issuing ID cards for people under 6 years old through the public service portal or national identification application.
No identification and biometric information is collected from persons under 6 years of age.
7. Supplementing regulations on granting Identity Cards to people of Vietnamese origin whose nationality has not been determined (Article 3 and Article 30):
An identity card is an identification document containing information about the identity of a person of Vietnamese origin, whose nationality is unknown, and who has been living in Vietnam for 6 months or more.
Identity card is valid as proof of identity to conduct transactions, exercise rights and legal interests in Vietnam.
8. Supplementing regulations on granting electronic ID cards (Articles 31 and 33):
Each Vietnamese citizen is issued 01 Electronic ID. The citizen's electronic ID is created by the identification management agency of the Ministry of Public Security immediately after the citizen completes the procedure for granting a level 02 electronic identification account (VNeID).
Electronic identification is used to perform administrative procedures, public services, transactions and other activities according to citizens' needs.
9. Supplementing regulations on biometric information collection (Article 16 and Article 23):
Collecting iris biometric information for citizens aged 6 years and older when carrying out ID card issuance procedures.
Biometric information about DNA and voice is collected when people voluntarily provide it when carrying out ID procedures.
10. Supplementing regulations on integrating information into the Identity Card (Article 22):
Information integrated into the ID card includes health insurance card information, social insurance book, driver's license, birth certificate, marriage certificate or other documents decided by the Prime Minister.
People request to integrate information into the ID card when needed or when issuing the ID card.
The use of information integrated into the identity card has the same value as providing information or using documents containing that information in performing administrative procedures, public services, transactions and other activities.
