1. Officially renaming Citizen Identity Card to Identity Card (Article 3).
2. Validity of issued Citizen Identity Cards and National Identity Cards (Article 46):
Citizen ID cards issued before July 1, 2024, remain valid until their expiration date. Citizens can exchange their old cards for new ones if needed.
Citizen ID cards and national identity cards that expired between January 15, 2024 and before June 30, 2024 will continue to be valid until June 30, 2024.
Legal documents that have been issued using information from the National Identity Card or Citizen Identification Card remain valid.
3. The 9-digit national identity card will expire on January 1, 2025 (Article 46):
Identity cards that are still valid can be used until December 31, 2024.
4. Remove information on place of origin and fingerprints from identity cards (Article 18):
The new National Identity Card has removed information about place of birth, permanent residence, fingerprints, and identifying characteristics, replacing them with information about place of birth registration and place of residence.
5. Expanding the scope of those eligible for identity cards (Articles 18 and 19):
Vietnamese citizens under the age of 14 are issued identity cards upon request.
Vietnamese citizens are not eligible to register for permanent or temporary residence if their current address information is not updated in the National Population Database.
6. Issuing Identity Cards to Persons Under 6 Years of Age (Article 23):
Legal representatives can apply for identity cards for children under 6 years old through the public service portal or the national identification application.
No identification or biometric information will be collected from individuals under 6 years of age.
7. Supplementing regulations on issuing identity cards to people of Vietnamese origin whose nationality has not been determined (Articles 3 and 30):
An identity certificate is a personal identification document containing information about the identity of a person of Vietnamese origin whose nationality is not yet determined, who has been residing in Vietnam for six months or more.
An identity card serves as proof of identity for conducting transactions and exercising legitimate rights and interests within Vietnam.
8. Supplementing regulations on issuing electronic identity cards (Articles 31 and 33):
Each Vietnamese citizen is issued one electronic identity card. The citizen's electronic identity card is created by the identity card management agency of the Ministry of Public Security immediately after the citizen completes the procedure for obtaining a level 2 electronic identification account (VNeID).
Electronic identity cards are used to carry out administrative procedures, public services, transactions, and other activities as needed by citizens.
9. Supplementing regulations on the collection of biometric information (Articles 16 and 23):
Collecting iris biometric information from citizens aged 6 years and older when applying for an identity card.
Biometric information, including DNA and voice data, is collected when citizens voluntarily provide it during the identity card application process.
10. Supplementing regulations on integrating information into the Identity Card (Article 22):
The information integrated into the identity card includes health insurance card information, social insurance book, driver's license, birth certificate, marriage certificate, or other documents as decided by the Prime Minister.
Citizens request that their information be integrated into the national identity card when needed or when applying for the card.
The use of information integrated into the identity card is equivalent to providing or using documents containing that information in carrying out administrative procedures, public services, transactions, and other activities.
