When inspiring examples of overcoming adversity emerge.
"Patriotic emulation is not just a slogan, but concrete action, the daily effort of each teacher and each student throughout the highlands and border regions." This statement by Mr. Vu A Bang, Vice Chairman of the People's Committee of Dien Bien province, is not only an affirmation but also a tribute to the unsung heroes who silently sow the seeds of knowledge in the frontier of the Fatherland.
In areas where getting to school remains a difficult journey, classrooms built from bamboo and thatch, teachers stationed in remote villages, and students diligently studying by oil lamps... have become vivid symbols of patriotic emulation. During the 2020-2025 period, the provincial education sector introduced 373 exemplary individuals to various levels of government, many of whom received national recognition. They are not only excellent teachers and exemplary students, but also individuals who have inspired others to overcome difficulties and ignited hope in their communities.
Accompanying the emulation movement is timely recognition: 65 collectives and individuals with outstanding achievements in the emulation period 2020–2025 have been commended. However, the value of emulation lies not only in the rewards, but also in the silent yet powerful spread of inspiration in every classroom and every village.

Competition is the driving force for sustainable educational development.
In her speech at the Conference of Outstanding Exemplars in the Education Sector held at the end of April 2025, the Director of the Dien Bien Department of Education and Training, Ms. Hoang Tuyet Ban, affirmed: “Emulation must be substantive, creating positive changes in each classroom and each educational institution. Every official, teacher, and student needs to continue to inspire and promote the spirit of innovation, creativity, daring to think and act, and striving to successfully achieve educational goals in the new phase.”
Over the past five years, the patriotic emulation movement has created a solid foundation for the entire education sector in Dien Bien to overcome difficulties and move forward. To date, the province has 486 schools and centers with over 207,000 students, exceeding the provincial target. Infrastructure has been increasingly invested in: more than 7,400 classrooms, of which 77.26% have been reinforced; nearly 3,400 boarding and dormitory rooms for students; and more than 1,600 teacher staff rooms.
Furthermore, the student enrollment rate is high across all educational levels. Primary and lower secondary education has been universalized at level 3 throughout the province. Over 82% of schools meet national standards and have undergone quality accreditation. These results are not just numbers, but clear evidence of the resilience and aspiration for progress of the Dien Bien Education sector.

Accelerate – break through – spread the spirit of competition into the future.
Looking ahead to the 2025-2030 period, the Dien Bien Education sector has set its action motto as: "Discipline, responsibility; innovation, creativity; streamlining, efficiency; acceleration, breakthrough, and success." The goal is not only to maintain achievements but also to elevate the quality of education to a new level.

Key tasks include: promoting digital transformation; improving the quality of the teaching staff; increasing investment in facilities and teaching equipment; ensuring school safety; and increasing the enrollment rate of students in remote and disadvantaged areas. In particular, the province aims to have 100% of classrooms and boarding facilities structurally sound by 2030; and 100% of communes meeting the education criteria in the new rural development program.

Mr. Vu A Bang, Vice Chairman of the Dien Bien Provincial People's Committee, expressed his expectations: "In the coming time, it is necessary to continue innovating the forms of emulation, linking them to specific tasks, prioritizing the improvement of education quality in disadvantaged areas, applying information technology, reforming education management, and focusing on timely and substantive rewards."
On that foundation, each collective and individual honored today not only represents achievements but also serves as a nucleus for spreading the spirit of patriotic emulation throughout the entire sector. When emulation becomes an internal driving force, when each official, teacher, and student understands the value of daily effort, then that is the surest path for Dien Bien's education to continue to break through and develop sustainably.
