When examples of overcoming difficulties inspire
“Patriotic emulation is not a slogan but a concrete action, a daily effort of each teacher and each student in all mountainous and border areas.” That statement by Mr. Vu A Bang - Vice Chairman of Dien Bien Provincial People's Committee, is not only an affirmation, but also a gratitude for those who silently sow letters in the homeland's frontier.
In areas where going to school is still an arduous journey, each bamboo classroom, each teacher in the remote area, each student studying diligently under oil lamps... have become a living symbol of the spirit of patriotic emulation. In the period 2020-2025, the provincialeducation sector introduced 373 advanced models to all levels, many of whom were honored nationwide. They are not only good teachers and good students, but also people who have inspired the community to overcome difficulties and light up their faith.
Accompanying the emulation movement is timely recognition: 65 collectives and individuals with outstanding achievements in the emulation period 2020-2025 were commended. However, the value of emulation lies not only in the rewards, but in the silent but powerful influence in each classroom and each village.

Competition is the driving force for sustainable educational development.
In her speech at the Conference of Advanced Models in the Education Sector held at the end of April 2025, Director of the Department of Education and Training of Dien Bien - Ms. Hoang Tuyet Ban affirmed: "Emulation must be substantive, creating positive changes in each classroom and each educational institution. Each cadre, teacher and student needs to continue to arouse and promote the spirit of innovation, creativity, daring to think, daring to do, and striving to act to successfully achieve educational goals in the new period."
Over the past 5 years, the patriotic emulation movement has created a solid foundation for the entire Dien Bien Education sector to overcome difficulties and move forward. Up to now, the whole province has 486 schools and centers with more than 207,000 students, exceeding the plan assigned by the province. Infrastructure has been increasingly invested in: more than 7,400 classrooms, of which 77.26% have been solidified; nearly 3,400 semi-boarding and boarding rooms for students; more than 1,600 teacher service rooms.
In addition, the rate of student attendance is high at all levels. Primary and secondary education has been universalized at level 3 throughout the province. Schools that meet national standards and have passed education quality assessment all achieved over 82%. These results are not just numbers but are clear evidence of the spirit of overcoming difficulties and the desire to rise up of the Dien Bien Education sector.

Accelerate - Breakthrough - Spread Competition into the Future
Towards the period 2025-2030, the Dien Bien Education sector has determined the motto of action as: “Discipline, responsibility; innovation, creativity; streamlining, efficiency; acceleration, breakthrough and success.” The goal is not only to maintain achievements, but also to bring the quality of education to new heights.

Key tasks include: promoting digital transformation; improving the quality of teachers; increasing investment in facilities and teaching equipment; ensuring school safety and increasing the rate of students from remote areas attending classes. In particular, the province aims to have 100% of classrooms and dormitories solidified by 2030; 100% of communes meeting educational criteria in new rural construction.

Mr. Vu A Bang - Vice Chairman of Dien Bien Provincial People's Committee expects: "In the coming time, it is necessary to continue to innovate the form of emulation, associated with each specific task, prioritizing improving the quality of education in difficult areas, applying information technology, innovating education management and focusing on timely and substantial rewards."
On that basis, each collective and individual honored today not only represents achievements, but also is the nucleus spreading the spirit of patriotic emulation throughout the industry. When emulation becomes an internal motivation, when each cadre, teacher and student understands the value of daily efforts, that is the surest path for Dien Bien education to continue to break through and develop sustainably.
