Accordingly, the Department of Education and Training of Ho Chi Minh City has proposed 10 revenue items and service fees to support educational activities of public educational institutions in Ho Chi Minh City for the 2025-2026 school year, specifically as follows:
- Boarding management and cleaning service fee ranges from 250,000 - 550,000 VND/month/student depending on the level and area.
- Breakfast service: 50,000 - 220,000 VND/month/student depending on grade level and area.
- After-hours care and nurturing services (childcare services before and after regular school hours): 11,000 - 12,000 VND/hour/student.
- After-hours care and nurturing services (during holidays): 120,000 - 128,000 VND/day/student.
- Caregiver service: 160,000 - 260,000 VND/month/student.
- Initial health check-up service for students: 45,000 - 70,000 VND/student.
- Air conditioning service: 35,000 - 50,000 VND/month/student (for classes equipped with air conditioning); from 90,000 - 110,000 VND/month/student (for classes that have to rent air conditioning).
- Information technology application and digital transformation services: 110,000 VND/month/student.
- Student pick-up and drop-off service by car: 8,000 - 10,000 VND/student/km.
- Dormitory service for boarding students: 150,000 VND/month/student.
Which stipulates:
Group 1: Children, students, and trainees studying at educational institutions in the ward.
Group 2: Children, students, and trainees studying at educational institutions in communes and special zones.
Estimated revenues and fees for the new school year in Ho Chi Minh City
According to the draft of the Department of Education and Training of Ho Chi Minh City, the above collection levels are the maximum collection levels. Depending on the actual situation of the educational institution and the needs of the students, the educational institution will agree with the parents on the specific collection level but it must not exceed the above collection level and must not be 15% higher than the previous school year.
The collection period must ensure the principle of the actual number of months of study but not exceed the time frame prescribed by the Ho Chi Minh City People's Committee on the school year schedule of preschool education, general education and continuing education in the area.
After consulting with educational institutions, the Ho Chi Minh City Department of Education and Training will complete the draft and submit it to the City People's Committee for approval by the Standing Committee of the City People's Council at the July 2025 meeting.
It is known that the above draft is built on the basis of consolidating service revenues to serve and support educational activities as stipulated in Resolution No. 13/2024/NQ-HDND (area 1 - old Ho Chi Minh City), Resolution No. 01/2023/NQ-HDND (area 2 - old Binh Duong) and Resolution No. 14/2022/NQ-HDND (area 3 - old Ba Ria-Vung Tau).
