12 million m3 of coal waste licensed as landfill material

The Ministry of Natural Resources and Environment has allowed Quang Ninh province to use more than 12 million cubic meters of waste rock and soil from coal mining as landfill material.

The above information was announced by Mr. Ngoc Thai Hoang, Deputy Director of the Department of Natural Resources and Environment of Quang Ninh province, at the Vietnam Circular Economy Forum 2023, organized by the Ministry of Natural Resources and Environment on the morning of November 16 in Hanoi.

Mr. Hoang said that four waste dumps are allowed to be used as landfill materials, including: Nui Beo dump with a reserve of 0.7 million m3, Tay Khe Sim 3.5 million m3, Suoi Lai 3.5 million m3, and dump area I of Nam Trang Bach mine with more than 4.7 million m3.

In addition, two other waste dumps, Nam Trang Bach (phase 2) and Coc Sau with more than 21 million tons, are being considered for use by the Ministry of Natural Resources and Environment. Quang Ninh province plans to use this waste to fill the Ha Long Xanh project, which requires 300 million m3 of materials.

In addition to coal waste, Mr. Hoang said that he is carrying out procedures to use about 35 million m3 of thermal power plant ash and slag as landfill material. Currently, all 7 thermal power plants in the area have developed plans to treat and consume ash and slag, and monitoring indicators ensure that there are no hazardous components.

Thang Long and Mong Duong 1 thermal power plants are providing about 3.5 million m3 of ash and slag as landfill material for a number of projects in Quang Ninh.

Every year, coal mines in Quang Ninh dump about 150 million m3 of waste, occupying thousands of hectares of land, causing environmental pollution and the risk of landslides during the rainy season. Meanwhile, each year Quang Ninh lacks about 130 million m3 of filling materials for projects. Hill mines only meet about 25% of the demand.

For many years, the Vietnam National Coal and Mineral Industries Group and Quang Ninh province have requested the Ministry of Natural Resources and Environment to allow the collection and use of waste from coal mining as landfill material. However, due to legal problems and the need to control toxic substances in waste, the Ministry has only now given permission.
