Ha Tinh City People's Committee said that in 2025, the City aims to achieve the highest level of targets of the Resolution of the 2nd City Party Congress, creating a solid foundation for implementing the goals and tasks of socio-economic development in the period of 2025-2030.

Ha Tinh City will continue to promote administrative reform with a focus on digital transformation. Timely and effectively implement the project to rearrange administrative units at district and commune levels for the period 2023-2025, creating consensus in implementation. Pay attention to cultural and social development, improve the quality of education and training; take care of job creation, ensure social security, improve people's lives, ensure national defense, security, and social order and safety.

According to the leaders of Ha Tinh City, one of the tasks and solutions for socio-economic development in 2025 is to focus on completing the planning after expanding administrative boundaries.

In 2025, Ha Tinh City will direct newly merged communes to review the level of meeting the criteria of new rural communes, advanced rural communes, and model rural communes. Develop a plan to consolidate and improve the criteria. Review model rural residential areas, develop a plan to build model rural residential areas according to the prescribed criteria.

Ha Tinh City will also coordinate with the Department of Construction to speed up the implementation of the adjustment of the general urban planning of Ha Tinh and Ha Tinh province until 2045; create connections between areas, thereby promoting socio-economic development for areas in the city after expanding administrative boundaries.

Review the existing planning system as a whole, promptly adjust plans with many shortcomings, and propose to establish zoning plans and detailed plans for areas that have not been fully covered by planning and build the planning component of administrative units at district and commune levels for the period up to 2030, with a vision to 2045; thereby creating a legal corridor for propaganda and strict management of construction activities, especially for communes after the merger; based on approved plans, invest in upgrading and developing urban infrastructure, calling for investment to promote the development of the city.

Direct investors, wards and communes to complete investment documents and procedures to start projects according to the 2025 plan, especially land fund infrastructure projects, urgent works; traffic infrastructure, drainage systems; closely follow the grassroots to direct, urge and guide wards and communes to implement construction to ensure quality and safety of basic construction works according to the set plan.

Actively coordinate with departments, provincial levels and functional units of Vietnam Electricity Group to promptly deploy and propose resource support for the implementation of the underground power line and telecommunication cable project on National Highway 1A from Cau Cay to Cau Cao. Regularly maintain, dredge and repair roads and drainage canal systems, and waste dumps. Review and evaluate technical infrastructure, especially traffic, drainage and school systems of newly merged communes in the city to evaluate and consider investment to create spatial connectivity for the city's development after expansion.

Continue to effectively manage construction order, discipline, and urban aesthetics. Direct the People's Committees of wards and communes to effectively manage the leasing of sidewalks for non-traffic purposes. Coordinate with departments and branches to handle urban-related issues such as: degraded collective housing areas; slow progress of urban investment projects in the area; degraded and unused headquarters of units... Develop a plan to manage and exploit old real estate headquarters that have been handed over to the city.

Also according to the People's Committee of Ha Tinh City, in 2025, the City will focus on arranging and perfecting the apparatus of commune-level administrative units to be reorganized in the 2023-2025 period to soon put into stable operation; coordinate with relevant units to arrange and organize the staff and civil servants in the units after the arrangement. Complete the reception of the apparatus and staff and civil servants of 14 communes in Thach Ha, Loc Ha and Cam Xuyen districts to the city for management according to the Resolution of the Standing Committee of the National Assembly and documents of the province. Reorganize the apparatus for public service units. Implement the management of civil servants and public employees according to the correct job positions and approved structures; build a reasonable staff and civil servant structure associated with professional functions and tasks, associated with training planning as a basis for developing the staff and civil servants. Timely resolve policies and regimes for redundant cadres, civil servants and public employees due to arrangement according to Central and provincial policies.

Proactively develop a plan to arrange specialized departments according to the requirements and roadmap of the province. Develop an administrative reform plan for 2025 in conjunction with the implementation of the Administrative Reform Plan for the 2021-2025 period and the 2021-2030 period. Focus on directing administrative reform work for 14 communes merged into the city, especially the contents of direction and operation, administrative procedure reform, modernization of the administrative system, application of IT in state administrative reform, especially focusing on directing to increase the rate of handling administrative procedures according to the entire public service.
