At the closing session on the morning of June 27, the National Assembly voted to pass the Resolution of the 9th Session, 15th National Assembly.
The Resolution clearly states the transition to applying a number of specific mechanisms and policies that have been permitted by the National Assembly to be implemented in a number of localities after restructuring the apparatus and expanding administrative boundaries according to the policies of the Party and State.
Accordingly, localities (including provinces and cities: Da Nang, Khanh Hoa, Ho Chi Minh City and Can Tho) after merging administrative units are allowed to continue implementing specific mechanisms and policies of the National Assembly, except for provisions that have been abolished according to the provisions of the Law on Organization of Local Government No. 72/2025/QH15, corresponding to localities before merging provincial-level administrative units.
Allowing new communes and wards corresponding to the area of Buon Ma Thuot city in Dak Lak province after implementing administrative unit arrangement to continue applying specific mechanisms and policies in Resolution No. 72/2022/QH15 applicable to Buon Ma Thuot city before implementing the 2-level local government model.
Assign the Government to direct the assessment of policy impacts, ensuring the principle of balancing revenue and expenditure in accordance with the State Budget Law.
Summarize and evaluate specific mechanisms and policies for localities (after completing the merger and consolidation) to adjust and supplement them to suit the new situation or submit to the National Assembly to legalize clear issues that have been tested in practice for nationwide application.
The Resolution stated that the National Assembly passed a Resolution amending and supplementing a number of articles of the 2013 Constitution, amending the Law on Organization of Local Government, creating a full legal basis for implementing the policy of streamlining the organizational apparatus of the political system, and building a 2-level local government model.
The National Assembly and the National Assembly Standing Committee have issued, within their authority, resolutions on the arrangement of provincial and communal administrative units to officially implement the two-level local government model from July 1.
The National Assembly affirmed that these are important decisions of profound historical significance, directly impacting and influencing the entire political system, each citizen and the entire society, especially for 696 district-level administrative units and provincial and commune-level administrative units that will be reorganized nationwide and will end their operations from July 1.
The National Assembly and voters nationwide acknowledge and appreciate the historical role and contributions of Party committees and authorities of district-level administrative units nationwide.
The district level has been steadfast and persistent in shouldering great responsibilities, excellently and completely fulfilling its glorious historical mission over the past 80 years to create a solid foundation for the country to enter a new stage of development, shifting to a two-level local government organization model.
The National Assembly also appreciates the sacrifices and contributions of groups and individuals for the common goal and common interests of the nation and people.
The National Assembly requested the Government, local authorities at all levels, relevant agencies and organizations to focus on arranging, perfecting and stabilizing the organizational apparatus so that local authorities at two levels can operate smoothly, effectively and efficiently; and have mechanisms and policies to promptly care for, support and encourage subjects affected by the arrangement and streamlining of the organizational apparatus.
