Proposal to review small hydropower after historic floods

On the morning of November 28, the National Assembly discussed in the hall the draft Law on Planning (amended); Adjusting the National Master Plan for the 2021-2030 period.

Contributing his opinion, delegate Trinh Xuan An (Dong Nai delegation) suggested that the national master plan, socio-economic development plan, key projects and works, urban planning and regional planning must be linked with disaster risk management; and additional investment in inter-regional and inter-provincial monitoring systems to handle the consequences of the past time.

He said that new standards and new data from recent historical flood peaks should be applied to design planning systems, especially those related to lakes and hydropower systems.

"It is necessary to review the entire small hydropower system, evaluate the flood discharge process to avoid the situation of "the process is correct but the consequences are still very serious" and clarify this factor in the National Master Plan" - said the delegate.

Sharing the same view, delegate Tran Hoang Ngan (HCMC delegation) said that in adjusting the National Master Plan for the 2021-2030 period, it is necessary to add content that pays attention to the situation of climate change and increasingly severe weather, causing extremely heavy damage.

For the South Central Coast and Central Highlands regions, in the face of the current severe devastation caused by floods, delegate Tran Hoang Ngan suggested being extremely cautious in developing coastal urban areas.

From the reality of unexpected floods, especially in Khanh Hoa , delegates said that planning work must ensure disaster prevention capacity, especially in housing planning.

Supplementing intra-provincial railways connecting old provincial capitals and industrial zones

Regarding the adjustment of the national master plan, delegate Trinh Xuan An said that the whole country is divided into 6 socio-economic regions and each region has its own development priorities, but only the North Central region links socio-economic development with national defense and security.

Delegates proposed that all socio-economic development regions must have content on ensuring and linking socio-economic development with national defense and security, especially in regions related to borders.

In addition, it is necessary to integrate defense planning into national planning, especially in the context of organizing new administrative boundaries and merging provinces and organizing two-level local governments.

Delegate Trinh Xuan An also proposed clarifying the dual-use mechanism and adding that national planning content must be linked to the sea and island defense posture.

According to him, it is necessary to clearly define dual-use infrastructure systems for important national projects, especially railways, high-speed railways, seaports, airports and large highway projects.

Delegate Tran Thi Hong Thanh (Ninh Binh delegation) agreed with the policy of prioritizing railway development on major economic corridors, linked to seaports, international gateways and border gates, and economic centers. However, if only the national backbone railways are developed without an intra-provincial and inter-provincial connection system, people and businesses in the new localities after the merger will still be forced to rely mainly on roads.

"This puts great pressure on the highway and national highway system and makes it difficult to achieve the goal of reducing logistics costs, as well as the goal of shifting the transport structure from road to rail," Ms. Thanh said.

Therefore, the delegate suggested that in the orientation section on railways, in addition to the content of investing in key railway lines, it is necessary to add the phrase: "Railways connecting within provinces and inter-provinces in some localities".

These railway lines will connect the new provincial capital with the old provincial capital, connecting industrial parks, logistics centers, heritage tourism areas with the national railway network and future high-speed railway. Thereby, helping to share traffic with roads, while supporting the formation of growth poles at the provincial and sub-regional levels, in line with the spirit of reorganizing development space after merging administrative units.

At the same time, it is necessary to supplement this content to orient railway development covering all three levels: National axis, inter-regional connection and intra-provincial connection. Thereby realizing the goal of increasing railway transport market share, reducing logistics costs and effectively exploiting new development space after administrative unit arrangement.
