Pursuant to Clause 2, Article 79 of Decree 01/2021/ND-CP, in the following cases, it is not necessary to register a business household (except for businesses in conditional investment and business sectors and occupations).
The above cases include:
Households engaged in agriculture, forestry, fishery, and salt production: These activities are often carried out on a small scale, mainly serving the needs of daily life and consumption within the family. Exemption from registration helps support households in maintaining and developing traditional occupations without having to go through complicated legal procedures.
Street vendors, snack vendors, itinerant traders: Individuals who sell street vendors, snack vendors, or engage in itinerant trading activities are often small-scale, irregular, and frequently change. Exemption from registration allows these individuals to continue operating without administrative barriers, while facilitating these small-scale businesses.
Mobile Business Operators: Mobile business operators, such as mobile vending machines or other mobile services, often operate on a temporary and flexible basis. Exemption from registration allows them greater flexibility in moving around and reaching customers without being constrained by complex business registration requirements.
Seasonal traders: Seasonal businesses, such as selling during festivals, seasons, or special events, do not require formal registration. The exemption from registration makes it easier for individuals to enter the market for short periods of time without having to go through complicated administrative procedures.
Low-income service providers: These are low-income service providers who are often not considered to have a large impact on the economy and are small in scale. Exemption from registration allows them to maintain their business without facing legal barriers.
