BHG - In response to the urgent need to merge Ha Giang and Tuyen Quang provinces into Tuyen Quang province and convert the two-level local government model (province and commune) to replace the traditional three-level model, Ha Giang has launched a high-profile campaign of "69 days and nights of standardizing administrative procedures" (TTHC). This is a fundamental step in preparation for the historic transformation in the organization of the government apparatus.
According to Decree 118 of the Government on implementing administrative procedures under the one-stop mechanism, one-stop connection at the one-stop department and on the National Public Service Portal (DVC); The National Public Service Portal will become a single "window", concentrated at the national level, completely replacing the previously scattered public service portals. From July 1, 2025, the provincial public service portal will officially stop operating, and from March 1, 2026, the ministerial public service portal will stop maintaining, marking a fundamental change in the way people and businesses are served.

Based on the above reality, Ha Giang province has launched a peak campaign of "69 days and nights of standardizing administrative procedures". The campaign started on June 12, 2025 - right after the National Assembly voted to pass the Resolution on the arrangement of provincial administrative units in 2025 and ended on August 18, 2025. "This campaign is not only a movement but also a key action plan with a focus and key points to comprehensively prepare for the historic transition, operating the two-level local government model and merging the province. This is also a commitment to reform: Transparency, modernity, for the people, not allowing any administrative procedures to be interrupted, not allowing people and businesses to bear risks from changes in the apparatus", Deputy Director of the Provincial Public Administration Service Center Nguyen Duc Manh shared.
The peak campaign of "69 days and nights of standardizing administrative procedures" was implemented synchronously from the provincial level to each commune and ward with 15 groups of tasks and dozens of specific jobs. During these 69 days and nights, the province focused on completing three core pillars: Digitizing the entire administrative procedure system; perfecting the operating platform of the new government; synchronously transferring records and data between the two provinces of Ha Giang - Tuyen Quang and between the two-level organizational model (province, commune). This is a pivotal stage to standardize technical infrastructure, institutions and public administration operating procedures throughout the province. In particular, the new model no longer has an intermediate district level (from July 1), which means that the communes - the units directly receiving and processing administrative procedure records must be ready to operate immediately, without a trial period. This poses an urgent requirement for both professional capacity and technology systems, with the ultimate goal of ensuring that public administration is not interrupted despite comprehensive changes in the apparatus.
The implementation roadmap is divided into two key phases: Phase 1 (from June 12 to June 30), focusing on handling backlogs, temporarily stopping receiving administrative procedures at the district level; piloting the entire commune-level One-Stop Center, ensuring continuity and stability before the official transfer. Phase 2 (from July 1 to August 18) operates the two-level government and synchronously deploys legal and technical elements such as identification codes, digital certificates, and seals for all officials and agencies in the new system; establishes a shared information system for handling administrative procedures between the two provinces of Ha Giang and Tuyen Quang, preparing for the operation of the merged province.
Since the beginning of 2025, the province has proactively carried out many in-depth reviews, creating a solid foundation for the historic transition moment in the organization of the local government apparatus. To date, 592 internal administrative procedures have been reviewed, made public and included in the electronic settlement process; 83 business conditions under the authority of the locality have been reviewed to remove unnecessary barriers. Through the review, there are 49 administrative procedures that directly impact life and economic activities, of which 36 procedures are related to production and business. The analysis results have quantified the cost of complying with administrative procedures up to 6.5 billion VND and took a total of 408 days to resolve. This is a large room for reform, creating a strong driving force behind the campaign "69 days and nights of standardizing administrative procedures", opening up opportunities to cut social costs and improve service efficiency.
Responding to the peak campaign of "69 days and nights of standardizing administrative procedures", at the Provincial Public Administration Service Center, working time is not measured by office hours but by the progress of digitalization, the level of process completion and readiness for the two-level government and the province's merger. Therefore, many officials do not leave their duties even after working hours. They take advantage of working at night at home, using personal computers to digitize records, standardize processes, transfer data... All for a common goal: Ensuring that each administrative procedure is processed smoothly, without interruption, even though the government apparatus is undergoing historical changes.
Through the peak campaign of “69 days and nights of standardizing administrative procedures”, the province aims to establish and operate the process of handling administrative procedures completely in the electronic environment, before, during and after the implementation of administrative unit arrangement and the transition to a two-tier local government model. This is not only a thorough preparation for a major reform phase but also demonstrates the province’s political determination to ensure smooth and uninterrupted administration, despite extensive changes in the organizational apparatus.
