
At the seminar, the Department of Legal Dissemination, Education and Legal Aid informed about the plan to organize communication of Resolution No. 66-NQ/TU dated April 30, 2025 of the Politburo on innovation in law making and enforcement, meeting the requirements of national development in the new era (Resolution 66).
In the process of implementing the Resolution, on April 30, 2025, the Politburo issued Decision No. 288-QD/TU to establish the Central Steering Committee on perfecting institutions and laws consisting of 26 members, of which General Secretary To Lam is the Head of the Committee.
Then, on May 17, 2025, the National Assembly passed Resolution No. 197/2025/QH15 on a number of special mechanisms and policies to create breakthroughs in law making and enforcement, which stipulates a number of special mechanisms and policies on finance, human resources, development and application of digital technology, digital transformation to create breakthroughs in law making and a number of tasks and activities of law enforcement directly supporting law making.
On May 17, 2025, the Government also issued Resolution No. 140/NQ-CP promulgating the Government's Action Program to implement Resolution No. 66-NQ/TU on innovation in law-making and enforcement to meet the requirements of national development in the new era. The Action Program identifies a list of 48 specific tasks directly assigned to ministries and ministerial-level agencies to take charge of implementation with clear outputs and implementation roadmaps.
According to the Director of the Department of Legal Dissemination, Education and Legal Aid, Le Ve Quoc, from a media perspective, Resolution 66 requires the creation of a media column to communicate major legal policies and guidelines at times that attract audiences and listeners. This affirms that for the Resolution to come into life, the role of the media is very important.
The Director of the Department of Dissemination, Legal Education and Legal Aid hopes that the press and media agencies will get involved, creating a communication channel that focuses on the right place, helping leaders at all levels to have a deep assessment and insight into the "bottleneck" of the "bottleneck" being "institution", especially, helping advisory agencies to build and plan policies clearly identify their roles and responsibilities in removing and overcoming that "bottleneck"...
According to Mr. Le Ve Quoc, the Law on Promulgation of Legal Documents, which has just come into effect, for the first time stipulates the responsibility of communicating draft policies to the agencies in charge of proposing policies and drafting legal documents. That means these agencies must coordinate and accompany press agencies, carry out policy communication, and widely collect opinions...
