The entire route is 207.26 km long. The starting point is at the Toc Tien - Chau Pha intersection, Ba Ria - Vung Tau province (intersection of Bien Hoa - Vung Tau expressway and provincial road DT992), the end point intersects with the North - South axis road in Hiep Phuoc Port area, Nha Be district, Ho Chi Minh City. Of which, the section through Ba Ria - Vung Tau province is about 18.2 km long, the section through Dong Nai province is about 46 km long, the section through Ho Chi Minh City is about 20.5 km long and the section through Long An province is about 74.5 km long. The section through Binh Duong province (about 47.9 km long) has been approved by the People's Council of Binh Duong province for investment policy and is being implemented independently.
Total investment in phase 1 is over 120,000 billion VND, of which state budget capital is over 69,000 billion VND, investor capital mobilized is over 50,000 billion VND. The investment scale of phase 1 includes 4 expressway lanes, design speed of 100 km/h, roadbed width of 25.5m.
The completed investment phase has a scale of 8 expressway lanes. The total width of the roadbed (including expressway and parallel road) is 74.5m.
The Government proposed applying 7 specific mechanisms and policies to accelerate progress, including assigning localities to decide on investment in component projects, allowing the appointment of contractors for consulting packages, consulting fees, planning adjustments (including resettlement areas), compensation packages, support, resettlement and construction of resettlement infrastructure to serve site clearance; not requiring appraisal of capital sources and capital balancing capacity according to the provisions of the Law on Public Investment, the Law on Investment under the PPP method; allowing the arrangement of state capital to build collector roads, parallel roads and resettlement areas, etc.
The project is expected to start construction in 2026 and be completed by the end of 2028.
