Deputy Prime Minister Ho Duc Phoc has just signed and issued Decision No. 15/2025/QD-TTg stipulating standards and norms for the use of machinery and equipment. The Decision takes effect from July 1, 2025.

One of the notable highlights is that commune-level civil servants are allocated up to 20 million VND for computers.

Below are the standards for some equipment for commune-level positions:

This Decision stipulates standards and norms for the use of machinery and equipment at agencies, organizations and units, including: Machinery and equipment serving the work of positions; machinery and equipment serving general activities; specialized machinery and equipment.

Standards and norms for the use of machinery and equipment serving the work of each position are determined according to each position and job title.

In case a person holds many titles or positions, the highest standard is applied.

When the predecessor retires, transfers to another job or for other reasons no longer holds that position but the machinery and equipment already installed do not meet the conditions for replacement or liquidation according to regulations, the successor shall continue to use them and shall not equip new ones, except in cases where the machinery and equipment are decided to be disposed of by a competent authority or person according to the provisions of law on management and use of public assets.

In case it is necessary to adjust the price of machinery and equipment specified above, the price adjustment is stipulated as follows:

The head of the agency, organization or unit decides in case of price adjustment higher than 15% of the prescribed price.

The Chief of the Central Party Office, ministers, heads of central agencies, the Standing Committee of the Central Committee of the Vietnam Fatherland Front , the Standing Committee of provincial and municipal Party Committees, and the People's Committees at the provincial level shall decide or delegate the authority to decide in cases where the price adjustment is higher by more than 15% to no more than 30% compared to the prescribed price.
