
Industry and Trade Magazine, on November 7, organized a discussion "Implementing decentralization and delegation of authority in the field of industry and trade: Synchronous - accompanying - effective solutions".
According to Mr. Pham Thanh Trung, Deputy Director of the Legal Department ( Ministry of Industry and Trade ), after 4 months of implementing decentralization and delegation of power and more than 3 months of sending civil servants to lead and manage units under the Ministry to each locality, the implementation of tasks at the grassroots level is showing good signs.
Although the volume of decentralized tasks is very large, provinces and cities have quickly taken action to handle administrative procedures for businesses and people.
Localities are more proactive in formulating policies and organizing industrial and commercial development in accordance with their characteristics. Departments, branches and sectors coordinate flexibly and quickly resolve arising issues, instead of having to seek opinions from many levels as before.

However, some specific areas, such as e-commerce, market management, industrial cluster development or issuance of certificates of origin (C/O), still lack uniformity in management.
Many commune-level officials have to work in multiple fields, and the number of personnel trained in industry and trade is limited. Financial mechanisms and facilities do not meet requirements, reducing the effectiveness of the new model.
From a professional perspective, Ms. Tran Thanh Binh, Head of the Department of Goods Origin (Import-Export Department, Ministry of Industry and Trade) said that decentralization and delegation of authority in the field of import and export helps businesses save time and costs in administrative procedures, while helping localities more closely manage trade activities in the area.
Currently, the Ministry of Industry and Trade has decentralized 47 tasks with 60 administrative procedures to localities, of which 36 procedures are in the field of goods origin - a highly specialized group.
To provide support, the Import-Export Department has organized many conferences, seminars, in-depth training sessions and worked directly and online with localities to provide technical guidance, unify procedures and promptly remove obstacles.
Along with the delegation of authority, the Ministry of Industry and Trade continues to improve the legal framework, strengthen supervision and improve the capacity of local officials - key factors to ensure decentralization is substantive, effective and sustainable.
