Participating in giving comments on the draft Law on Planning (amended), delegate Trang A Duong, member, full-time National Assembly deputy at the National Assembly's Ethnic Council , agreed on the necessity of amending the Law and at the same time, participated in some contents.

Delegates said that the draft Law stipulates the principle of “Ensuring the participation of agencies, organizations, communities and individuals; ensuring the harmony of national, regional and local interests and the interests of the people, in which the national interest is the highest; ensuring the principle of gender equality” is very important. This provision clearly demonstrates the spirit of fairness, democracy and humanity in the process of planning, appraisal, approval and implementation.
In addition, in practice, there are still many differences in development between regions in terms of access to and enjoyment of social welfare, especially access to basic services (healthcare, education , infrastructure, information, etc.) for people in mountainous, border, particularly difficult areas and for vulnerable groups... Delegates proposed revising Clause 4, Article 4 of the draft to make it clearer, in line with the spirit of Clause 2, Article 59 of the 2013 Constitution and current legal regulations, ensuring feasibility when implemented in practice.
Regarding state management in planning work (Article 12), delegates proposed to add the provision: "People's Councils at all levels shall supervise the implementation of planning in localities" to strengthen the supervisory role of elected bodies, ensuring that planning is implemented synchronously, effectively, and in accordance with the local socio -economic development, defense, security and environmental protection strategies.

Regarding the list of sector and field planning, delegates suggested that the Government study and supplement the basis and criteria for promulgating sector and field planning; consider clearly defining factors regarding spatial scope, technical characteristics, specialization and socio-economic impacts; and possibly group transport infrastructure planning (road, railway, waterway, aviation) into one group for ease of monitoring and to avoid duplication.
Regarding the list of planning for natural resources and environment, delegates proposed to separate planning for water resources and planning for natural disaster prevention and control, irrigation to suit the nature and objectives of the adjustment; at the same time, consider transferring some planning to the "Resource use" group or the "Environmental protection, biodiversity conservation" group for consistency.
The delegates also requested the drafting agency to study and supplement the planning list for the fields of culture, science, technology and digital transformation - important fields identified by the Party Central Committee and the Politburo as pillars for the country's development entering the new era.
