Decentralization and delegation of authority in the industry and trade sector so that localities not only "receive authority" but also "get the job done"

That was the sharing of Minister of Industry and Trade Nguyen Hong Dien at the national online training conference on professional expertise related to Party building organization, state management, organization and operation of the Vietnam Fatherland Front and political organizations at the commune level (new) chaired and co-organized by the Ho Chi Minh National Academy of Politics on the morning of June 15.

At the conference, the Minister introduced the topic of basic contents on decentralization, delegation of power, and determination of authority in the field of industry and trade when implementing two-level local government.

Shift from management and supervision to support and companionship

According to the Minister, the industrial and commercial sector is a sector that involves many types of management and many levels of intervention. Clearing the legal corridor is a prerequisite for transforming the management model from centralized to flexible, from supervision to support and companionship.

The Ministry of Industry and Trade, as a multi-sectoral management agency, has proactively proposed and drafted a Decree on decentralization and delegation of authority in the fields of industry and trade.

Under the close direction of the Government and the support of relevant ministries and branches, this draft not only concretizes the spirit of the Party's major resolutions, but also clearly reflects the Government's determination to act in the national administrative reform.

This is a necessary and proactive step, with high flexibility to remove bottlenecks in management, at the same time, increase the responsibility of all levels, creating maximum convenience for people and businesses. Management practice in recent times also shows that when the grassroots are given the right level of authority, associated with specific responsibilities, the effectiveness of implementation is clearly improved.

In fact, out of more than 400 tasks and powers that can be decentralized in the Industry and Trade sector, 208 tasks have been transferred to localities, reaching a rate of 52%. Not stopping at numbers, this is also a shift from the mindset of "centralizing power" to "sharing power to increase efficiency". At the same time, 150 out of 486 administrative procedures have also been decentralized and simplified, accounting for 30.8%, significantly reducing the burden of procedures, helping people and businesses save time and costs.

All of the above contents not only reflect the proactiveness and determination of the Ministry of Industry and Trade but also open up expectations for a dynamic, serving administrative apparatus, instead of rigid control as before. The development of regulations on decentralization in a way that "clearly defines people, clear tasks, clear responsibilities" is also the basis for localities to boldly implement, avoiding the situation of avoiding responsibility due to the lack of a clear legal corridor.

" Activate " initiative and creativity from the grassroots

The Minister of Industry and Trade said that if the Decree on decentralization and delegation of authority is the skeleton for industry management, then the draft Decree on delimiting the authority of local governments at two levels is the bloodline, helping the administrative flow spread strongly to each grassroots level.

39 tasks will be assigned to the provincial and communal levels, along with 21 specific administrative procedures, opening a new era of management closer to the people, closer to the people and for the people. For the first time, contents such as: Market management, gas and tobacco trading, chemical safety, electricity, trade promotion, import and export, supporting industries, even tobacco retail licensing... will be assigned to provincial and communal authorities according to the roadmap and actual capacity.

This not only demonstrates confidence in local governance capacity, but is also a practical step to activate initiative and creativity from the grassroots.

The Minister also frankly admitted: "The Ministry not only decentralizes to the province, but also boldly assigns specific tasks to the commune level, such as: Appraising disaster response plans for hydropower projects, protecting power projects, managing industrial clusters... to promote the role of on-site management subjects."

Minister Nguyen Hong Dien said that the delegation of authority comes with responsibility. Therefore, the newly issued Decree also clearly stipulates the transition, coordination, guidance and inspection mechanisms to avoid disruption or conflict in management.

Applications received before the effective date of the Decree will continue to be processed according to the old regulations. Documents and decisions that have been issued will remain valid. This transition demonstrates careful preparation, ensuring stability in state management.

Along with the advantages, the challenges are also huge. Because not all localities have enough specialized human resources or management experience in the field of industry and trade. The risk of lack of synchronization and lack of unity in implementation in provinces and cities is also an issue that needs to be taken into account. Therefore, the support, supervision and guidance from the Ministry of Industry and Trade will be the key factor to help localities not only "receive authority" but also "get the job done".

According to the Minister, the strong implementation of decrees on decentralization, delegation of power and division of authority in the industry and trade sector is a timely breakthrough when the need to innovate the two-level local government model is increasingly urgent. This is also a step in the right direction when the administration needs a push to shift from administrative management to modern governance. From there, it opens up a great lesson on reform thinking: Dare to delegate power, dare to take responsibility and dare to act for the common goal.
