Members of Parliament have proposed specific regulations on fire prevention and control for cases where residential buildings are converted for production or business purposes.
On the morning of November 1st, the National Assembly discussed in the plenary session several contentious issues in the draft Law on Fire Prevention, Fighting, and Rescue. One of the regulations that drew attention from delegates was the fire safety requirements for residential buildings, especially those converted for production or business purposes. Delegate Tô Ái Vang (Sóc Trắng) suggested that the draft law should include a provision for cases where residential buildings are converted for production or business purposes, to ensure a basis for specialized agencies to enforce the law. According to Ms. Vang, in recent years, fires have caused very serious damage to both people and property. Many tragic fires have occurred in residential buildings converted for production or business. This necessitates stricter regulations for buildings that have been converted to a combination of residential and production/business activities to prevent such unfortunate incidents from happening again. Typical examples include fires at karaoke bars and nightclubs in previous years, which caused heavy losses in terms of both lives and property. "Experts have shown that among operating karaoke and nightclub establishments, up to 90% operate on the basis of renovated individual houses. According to the Construction Law, renovation and changes to the building's function, safety, load-bearing structure, etc., must be licensed for renovation and repair."
However, many residential buildings are being renovated into bars, restaurants, nightclubs, and karaoke venues without obtaining renovation permits. Because they don't have permits, they ignore fire safety requirements. Specific regulations regarding renovation permits and fire safety standards are necessary to ensure that specialized agencies can effectively carry out their duties. Representative Do Van Yen ( Ba Ria - Vung Tau ) stated that many production, business, and accommodation establishments currently operate without meeting fire safety standards. Violations are only discovered when incidents occur. According to Mr. Yen, specific regulations are needed to penalize periodic fire safety inspections of these establishments. This includes more detailed regulations on periodic inspections and the public disclosure of fire safety inspection results at production and business establishments. "The results of annual fire safety inspections must be publicly available on the company's website and the websites of relevant authorities. The draft law should also include a provision requiring establishments to conduct periodic inspections every six months regarding the condition of their fire safety equipment," Mr. Yen suggested. He also pointed out the current situation where many residential areas, urban areas, and industrial zones lack basic fire safety equipment, fire hydrants, emergency exits, or automatic fire extinguishing systems. He proposed adding a provision to the draft law mandating that residential areas, urban areas, and industrial zones must provide essential fire fighting equipment and facilities, especially in residential and industrial zones.
